Meta is seeking an experienced Public Policy Manager to lead policy engagement on economic regulations in India. In this role, you will report to the Public Policy Director, India, proactively engaging with Indian government officials, regulators, and key external stakeholders on issues affecting Meta's family of apps and technologies, including Facebook, Instagram, Whats App, and emerging technologies such as AI and wearable devices. You will focus on developing and executing public policy strategies across Competition Policy, Infrastructure/Telecom Policy, Commerce Policy, and Monetisation/Ads Policy, advancing Meta's mission while navigating India's evolving regulatory landscape.
Economic Policy Manager, India Responsibilities
Develop and execute comprehensive public policy strategies for India across Competition Policy, Infrastructure/Telecom Policy, Commerce Policy, and Monetisation/Ads Policy, reporting to the Public Policy Director, India
Proactively develop and maintain relationships with Indian government officials, regulators, parliamentary committees, and relevant industry and civil society stakeholders to advance Meta's policy positions on economic regulations
Monitor, analyze, and communicate the implications of Indian legislative and regulatory developments in competition, telecom/infrastructure, commerce, and advertising policy to internal cross-functional teams including legal, product, communications, and operations
Support Meta's participation in industry associations and multi-stakeholder forums relevant to India's economic and digital policy environment
Develop policy positions, briefing materials, and written submissions for regulatory consultations, parliamentary inquiries, and government engagements on economic regulation matters
Partner with global and regional policy teams to align India-specific strategies with broader policy frameworks while maintaining focus on India's unique regulatory context
Provide research, analysis, and decision support to the Public Policy Director on high-priority economic policy risks and opportunities in India
Collaborate with product and legal teams to assess the policy implications of new product launches, monetisation features, and platform changes in the Indian market
Identify emerging policy risks in competition, infrastructure, commerce, and advertising regulations and contribute to mitigation strategies, coordinating cross-functional responses to regulatory inquiries or enforcement actions
Support organizational strategy by contributing to goals and priorities for India economic policy engagement
Minimum Qualifications:
10+ years of experience in public policy, government affairs, regulatory affairs, or a related field, with direct engagement in India's policy or regulatory environment;
Experience engaging with Indian government institutions, regulatory bodies, or legislative processes on technology, digital, competition, or economic policy matters;
Experience developing policy positions, written submissions, or briefing materials for government or regulatory audiences;
Experience working in a rapidly evolving environment, collaborating with multiple cross-functional teams, adapting flexibly to ambiguous situations, and aligning on shared goals with team members
Preferred Qualifications:
Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
Experience translating complex regulatory or legislative developments into actionable product or business guidance for non-policy audiences
Experience working within or alongside technology companies, trade associations, or regulatory bodies on competition, commerce, or digital infrastructure matters
Demonstrated ability to manage multiple high-priority policy workstreams simultaneously, aligning diverse internal and external stakeholders toward shared outcomes
Experience working on economic policy issues such as competition/antitrust policy, telecom/infrastructure regulation, e-commerce policy, or advertising/monetisation regulations in India
Experience providing strategic policy advice and decision support to senior leaders or executives in complex, fast-moving regulatory environments
