What does this role look like?

This position supports the Payload Launch Site Support Services (PLSSS) program as a subcontracts manager with responsibilities including proposal support and program execution.

Procurement activities support the operations, maintenance and sustainment of government payload processing systems and support facilities for the Office of Space Launch (OSL) Customer.

In this role you will have the following daily key responsibilities:

➥ Support the PLSSS Supply Chain Manager with proposal activities and program execution as a subcontracts manager.
➥ Solicit, onboard, and manage subcontractors for critical subcontracted systems or efforts for T&M, FFP, and other contract types.
➥ Directs and manages all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor and is required to ensure performance and support of the contract milestones.
➥ Supports development of sourcing and subcontract program management strategic plans that address overall program capture needs and execution.
➥ Supports supply chain team with planning, procurement, and subcontracting activities as necessary to ensure program success.
➥ Supports leadership team in all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, cost accountability and program execution.
➥ Makes decisions affecting the performance of the subcontractor.
➥ Establishes milestone objectives and manages performance to committed schedules and contractual specifications.
➥ Leads team normally composed of engineers, quality and procurement personnel.

Please note that this position does NOT support teleworking; this position will be located on-site at either Cape Canaveral Space Force Station, Florida, OR Vandenberg Space Force Base, California, and will support both sites, and be expected to work in the office.Basic Qualifications: To be effective, you will need to possess these basic qualifications:

• Bachelor's degree from an accredited college, or equivalent experience/combined education
• Previous professional Contracts / Subcontracts experience.
• Prior professional experience working with suppliers to execute to a baseline on a development and/or production program and/or services contracts.
• Understanding of and/or experience negotiating and securing funding for complex long-term agreements.
• Must be open to occasional travel approximately ~10% to support Program and/or Supplier visits.
• You will need to be a US Citizen (no dual citizens), and be able to obtain and maintain a US TOP SECRET/SCI with Poly clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.

Desired Skills: To be effective, ideally, you should also have:

• 8+ years of professional experience.
• Strong desire to develop and implement strategic initiatives and drive the team to execute.
• Prior professional experience working Supply Chain Management (SCM) fundamentals including, processes, procedures, policies, systems, and overall understanding of subcontracts, and acquisition procedures.
• Knowledge of Federal Acquisition Regulations (FAR) and contracting types.
• In-depth knowledge of all types of contracts and how to utilize which type in various program scenarios.
• Demonstrated critical thinking and problem-solving skills, with an ability to manage and prioritize multiple tasks and changes in deadlines.
• Ability to work in a fast-paced team environment and work well under pressure.
• Experienced presenter to Program Management, internal stakeholders, and Customer representative.
• Ability to drive actions and results/resolution of contractual/technical issues and successful outcomes through teamwork.
• Implement continuous improvement leading to improved team and supplier performance.
• Demonstrated ability to work collaboratively with internal customers and stakeholders.
• Strong business acumen with a proven record of successful performance with focus on mission success, with demonstrated strong interpersonal skills.
• Demonstrated skills to drive culture change supporting enterprise initiatives (e.g. digital transformation, shift to 'we vs. me' behaviors)
• Must be able to resolve complex problems in a fast-paced environment.
• Strong communication skills with ability to interface with all levels of management.
• Ability to be flexible and accept change.
• Proficient computer skills including a working knowledge of Microsoft Office.

Pay Rate:

The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $77,700 - $136,965. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
