Job Description:

Safety, Reliability, Costs and the Delivery of Maritime Skills to the Shell Group are strategic objectives that must be delivered in order for Ship Management to remain competitive. This JG5 role provides strategic leadership and operational delivery for fleet talent, development and readiness, ensuring capability is built sustainably and aligned to business demand.

The Fleet Development Lead (Talent & Development) is accountable for shaping and delivering the fleet talent agenda: managing talent pipelines (fleet secondments), governing promotion and progression frameworks, and providing oversight of workforce health and readiness through medical liaison. The role translates strategy into executable plans, brings insight and assurance through reporting and analytics, and remains hands-on in coordinating key processes and stakeholder casework.

The role supports Shell’s strategic objectives of safety, reliability, and operational excellence by enabling robust workforce planning, succession and capability building - ensuring the right people are in the right roles at the right time, with the right competencies and medical readiness.

This role will also provide supervision and management of up to 8 direct report, depending on the fleet growth expansion and changing org structure of the company.

Accountability:

  • Own and evolve the fleet talent and development strategy (officers and cadets), translating business demand into actionable plans, priorities and governance across fleet groups.

  • Set and govern promotion and progression frameworks to ensure transparency, consistency and compliance; chair/coordinate promotion boards as required and maintain accurate promotion records and audit trails.

  • Partner with Operations, Recruitment, Training, Cadet Programmes, STASCO, Nakilat and Fleet Management (SMT) to shape succession plans, identify priority roles, and actively manage promotion readiness and mobility across the fleet.

  • Lead the rollout, quality and tracking of Personal Development Plans (PDPs), ensuring alignment to competency frameworks, future skills needs and continuous improvement of development pathways.

  • Provide governance and oversight for medical case management and fitness-to-work risk, while remaining hands-on as the primary contact for complex/urgent cases. Liaise with medical providers and internal stakeholders to manage assessments, repatriations, welfare matters and readiness impacts.

  • Own the Goals, Performance & Appraisals (GPA) process for the fleet, driving quality and timeliness and providing performance insights and themes to inform development actions and workforce decisions.

  • Identify, escalate and track performance and conduct risks with relevant Personnel Officers and Superintendents; support fair outcomes through consistent documentation, coaching actions and governance.

  • Lead coordination with Fleet Management and STASCO/Nakilat on the annual performance review cycle, ensuring alignment to standards, evidence quality, and completion assurance.

  • Influence and align stakeholders (vessel superintendents, Fleet LT, manning teams, HR and external partners) to deliver talent initiatives, manage change impacts, and ensure clear, timely communications to the fleet.

  • Maintain robust data, records and controls for promotions, medical cases and development activities; produce dashboards, insights and recommendations to support strategic workforce planning and decision-making.

  • Drive continuous improvement of talent processes, systems and tools (e.g., promotion workflow, PDP tracking, reporting), leading small change initiatives from design through implementation and adoption.

  • Lead or coordinate adhoc projects and internal audit/assurance activities, ensuring actions are closed out and lessons learned are embedded into standards and processes.

  • Provide additional support to the Crew Operations Manager and wider team as priorities require, taking ownership of outcomes and driving timely delivery.

Dimension

  • Shapes talent strategy and capability outcomes across multiple fleet groups with diverse operational profiles, influencing senior stakeholders and governance forums.

  • Interfaces with approximately 1500+ Officers, providing a trusted escalation point for career progression and readiness topics.

  • Accountable for tracking, assuring and reporting development, promotion and readiness activities for a large and dynamic workforce, turning data into insights and actions.

  • Acts as a key escalation point for complex career, performance and medical readiness cases, balancing policy, risk and operational impact.

  • Manage directly or indirectly a team of up to 8 direct reports.
