**Northrop Grumman Mission Systems (NGMS) Cyber & Cryptographic Solutions Operating Unit (C&CS OU)**has an immediate opening for a Manager, Programs 2. This role will be located onsite in San Antonio, TX. This position plays a critical role in driving program, product line, and portfolio execution in Cyber Survivability & Platforms Department within the C&CS OU.
What You’ll Get To Do:
The selected candidate will be responsible for proposing and leading the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program and product line performance goals. Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs and product lines.
The candidate must have demonstrated experience successfully leading significant programs or portfolio of programs, to include extensive experience with customer engagement, strategy development, resource planning, and acquisition processes. The successful candidate will have demonstrated experience leading diverse teams, be a strong communicator, and be able to work successfully within classified and unclassified arenas. The candidate will collaborate closely with business execution leadership at the Operating Unit (OU), and above, and several business functions (e.g., business management, contracts, global supply chain, security, etc.). The selected candidate will be:

Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.
-
Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
-
Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
-
Leadership of employees including mentoring, problem solving for all employees and functions reporting to the program directly (Engineers, support staff, contractors).
-
Measuring and reporting program and product line performance.
-
Delivering presentations to customers, executive management and other stakeholders.
-
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
-
Establishing design concepts, criteria, and engineering efforts for product, development, integration and test.
-
Creation, review and finalization of the program Statement of Work.
-
Identification, distribution, tracking, and completion of program requirements.
-
Establishment and management of the program and subordinate baselines.
-
Establishment and management of individual cyber software product lines, and the aggregate portfolio management of multiple software product lines.
-
Development and adherence to budget baselines utilizing cost & schedule control methodologies and tools.
-
Identifying, allocating and managing program resources, including workforce planning.
-
Managing suppliers and subcontractors to meet program objectives.
-
Ensuring program team understands and adheres to contract scope and manages change through control board activities.
-
Development and adherence to master plans and schedules.
-
Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
-
Develop new business strategy and tactics to produce capture products such as competitive assessments, teaming strategies, and prices-to-win analysis results applied to improve competitive posture.

Maintain relationships with internal stakeholders and functional organizations involved in program capture and execution.
-
Develop and maintain strong relationships with teaming partners and industry associations to help drive partnerships.
-
Coordinate and collaborate with line of business management, strategy, business and finance, contracts and global supply chain, technology and engineering offices and functions.
-
Meeting all security, organizational conflict of interest, export control, protection of proprietary information, and risk and opportunity management processes, as appropriate.
-
Excellent communication skills and ability to effectively interact with the customer, program management, business unit and supply base executives and functional management.
-
Lead with thought leadership emphasis in the development and execution of franchise and individual program and product line strategies.
This position will require up to 25% travel.Basic Qualifications:
-
Bachelor's + 8 years of exp; Master's + 6 years of exp; PhD + 4 years of professional experience supporting experience with U.S. Government programs, contracts, and customers.
-
Demonstrated experience leading program or project management activities including planning, execution, and delivery of defined program objectives.
-
Demonstrated experience providing direct or matrixed people leadership, including coordinating cross-functional teams to achieve programming milestones, deliverables, or performance targets.
-
Demonstrated experience performing independent technical, or operational assessments that result in documented recommendations corrective actions, or performance improvements.
-
Experience managing or leading execution of program tasks supporting cost, schedule, and technical performance requirements, including tracking performance against contractual or stakeholder commitments.
-
Demonstrated cybersecurity knowledge through possession of an active DoD 8570 Level II certification or higher (e.g., Security+ or equivalent).
-
US citizenship required.
-
A current/active DoD Top Secret Clearance is required to start with the ability to obtain and maintain Special Program Access.
Preferred Qualifications:
-
Master’s degree in technical, leadership, management, cybersecurity, or engineering related discipline.
-
10 years of professional experience supporting capture, leadership, business development, and/or program management within U.S. Government contracting environments.
-
Experience supporting Air Force Cyber mission organizations, including 16th Air Force or predecessor organizations, supporting cyber defense operations, mission capability delivery, or cyber operations program execution.
-
Active CISSP certification or equivalent DoD 8570 Level III certification.
-
Active Project Management Professional (PMP) certification.
-
Experience supporting U.S. government proposal development, including technical management, cost, or capture support activities.

Primary Level Salary Range: $146,500.00 - $219,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
