Sr. Compliance Program Manager II at Micron

The Global Procurement Compliance organization plays a critical role in safeguarding Micron’s compliance with U.S. federal and state funding requirements, including obligations under the CHIPS and Science Act. This role supports Micron’s large-scale U.S. semiconductor expansion projects by ensuring robust compliance with Davis-Bacon and Related Acts (DBA/DBRA) labor standards across contractor and subcontractor networks.
Micron is seeking a Project Manager – Davis-Bacon Compliance to lead and operationalize certified payroll, labor interviews, investigations, and corrective-action workflows in support of CHIPS-funded construction programs.
Key Responsibilities:
Program Execution & Governance:
-
Lead day-to-day execution of DBA/DBRA compliance programs across CHIPS-funded projects.

Own the certified payroll (CPR) compliance lifecycle.

Establish workflows, controls, and governance across sites.
Certified Payroll & Labor Oversight:
-
Oversee CPR submissions for timeliness and accuracy.
-
Track findings, trends, and corrective actions.
-
Support enforcement actions and payment holds for non-compliance.
Worker Interviews & Investigations:
-
Manage worker interview programs across sites.
-
Support DBA/DBRA investigations and corrective actions.
-
Ensure documentation and closure of issues.
Metrics, Reporting & Audit Readiness:
-
Develop compliance dashboards and KPIs.
-
Prepare audit-ready documentation.
-
Provide executive-level risk reporting.
Stakeholder Engagement:
- Act as liaison across Procurement, Construction, Legal, and Finance.
- Educate project teams and suppliers on compliance expectations.
Minimum Qualifications:
-
Bachelor’s degree or equivalent experience.
-
7+ years experience in program management, compliance, or construction.
-
Working knowledge of Davis-Bacon / DBRA requirements.
-
Experience managing multi-site, regulated programs.
Preferred Qualifications:
-
Experience with federally funded construction projects.
-
DOL audit or prevailing wage experience.
-
Familiarity with certified payroll systems.
Additional Information:
This role mitigates regulatory, financial, and reputational risk tied to CHIPS funding compliance. Limited travel may be required.
