Project Overview – Lázaro Cárdenas, México

APM Terminals is undertaking a major expansion project at its terminal in Lázaro Cárdenas, México. The project aims to increase capacity, modernize infrastructure, and improve customer experience through technologically advanced terminal expansion.

Job Summary

The Container Terminal Construction Manager is responsible for planning, coordinating, and executing construction and infrastructure development projects across the terminal.

This role ensures that all terminal asset construction activities—including new builds, upgrades, and retirements—are delivered safely, on time, within budget, and to the highest standards of operational excellence. The Construction Manager provides technical expertise and project management capabilities to support efficient lifecycle management of assets.

Key Responsibilities

  • Lead and manage terminal construction projects, including new infrastructure development, asset installation, facility upgrades, and civil works.
  • Oversee contractor performance, ensuring compliance with safety, quality, cost, and schedule requirements.
  • Apply engineering, marine, and port construction knowledge to resolve technical issues and drive project success.
  • Prepare, review, and approve project plans, budgets, schedules, and technical specifications.
  • Monitor project risks and implement mitigation strategies to ensure timely and cost-effective delivery.
  • Ensure all construction activities align with corporate HSSE (Health, Safety, Security & Environment) standards and local regulations.
  • Collaborate with operations, engineering, procurement, and finance teams to integrate construction projects into terminal business plans and systems.
  • Manage stakeholder engagement, including port authorities, government agencies, consultants, and contractors.
  • Contribute to long-term decision-making regarding terminal asset strategy, investment, and lifecycle management.
  • Perform other duties as assigned by management.

Safety

  • Promote a strong safety culture across all construction activities.
  • Ensure compliance with HSSE standards and local regulations.
  • Actively support safe execution practices on-site.

Construction Controls & Governance

  • Monitor project execution against approved scope, schedule, and budget.
  • Identify risks and ensure mitigation actions are implemented.
  • Support cost control, contract administration, and reporting processes.

Stakeholder Management & Communication

  • Maintain clear communication with internal and external stakeholders.
  • Coordinate with multidisciplinary teams to ensure alignment and execution.
  • Support reporting and transparency throughout project delivery.

Qualifications & Experience

Education:

  • Bachelor’s degree in civil engineering, Construction Management, or related field.
  • Master’s degree is a plus.

Experience:

  • 8+ years of experience in large-scale construction project management.
  • Experience in ports, terminals, heavy industry, or marine infrastructure preferred.
  • Proven ability to manage projects from concept through commissioning.
  • Strong knowledge of construction methods and contract management (e.g., FIDIC or similar).
  • Demonstrated track record of delivering projects safely, on time, and within budget.
  • Familiarity with terminal operations and port infrastructure is an advantage.
