The Opportunity:

CACI is seeking a qualified and experienced Program-level Operations Manager for support of program business and functional operations. As an Operations Manager, you will play a critical role in supporting the program’s short-term and long-term strategic goals. You will work directly with program and functional management, and serve as a liaison between the program and business support functions to resolve program-related issues. Additionally, you will be responsible for managing a team of operations professionals and managing an overhead budget. Duties may include identifying and facilitating resolution of operational issues and acting as a liaison across multiple departments. Support the Program Manager in planning and monitoring program activities. Responsible for Operations support functions to include Customer’s requests for information, Industrial Security, Facilities Management, Environmental Health & Safety, and Fleet Management.

Responsibilities:

  • Manages experienced professionals who exercise latitude and independence in assignments
  • Focuses on business operations, policy and strategy implementation, processes, formulating budget forecasts, administering monthly expense allocations, developing business strategies, creating department goals, and directives to manage day-to-day customer care and problem resolutions
  • Determine organizational resources and schedule to optimize financial, human, and material resources to complete internal projects
  • Manage the Environmental Health & Safety Officer and Safety program to ensure safety policies, practices, and the safety program align with operations in a fabrication and manufacturing environment
  • Oversee the physical security department by interacting directly with the Facility Security Officer and the Industrial Security Team
  • Lead the implementation of industrial security practices and threat management to support the employees, data, networks and physical assets
  • Review security infractions and safety incidents to ensure corrective action and timeliness of reporting
  • Lead and mentor a team of physical security specialists and other security personnel
  • Manage a Government Owned Contractor Operated (GOCO) facility to include the overhead budget to fund utilities, supplies, tooling, material, Personnel Protective Equipment (PPE), safety equipment, office material, repairs, training, labor, and travel
  • Work directly with the Government and Kirtland Airforce Base on a Host Tennant Support Agreement to support the GOCO
  • Oversee Fleet Management that supports operational movement of assets, GSA vehicles, company vehicles, forklifts, scissor lifts, tractors, and trailers.
  • Assist in keeping support functions informed, coordinated, and aligned with the program’s short-term and long-term strategic goals, by conducting and leading Operations meetings with the leadership team

Qualifications:

Required:

  • Active DOD Top Secret Clearance and eligibility for SCI
  • 5 plus years’ experience working as a multi department manager in support of DoD programs
  • A degree (Bachelor’s preferred) or comparable experience
  • Experience in subcontracting services and staffing demands
  • Proficient with Microsoft Office, outlook, word, excel, and PowerPoint
  • Experience fostering relationships with related agencies and stakeholders

Desired:

  • Facilities management experience to include host tenant contracts / leasing agreements

  • NISPOM DoD security requirements experience

  • Experience with interacting and briefing the Government

  • Experience with SCIF construction requirements, SCIF processing requirements, and classified networks

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$90,800 - $199,700
