The Opportunity:
As a CACI Security Cooperation Maritime Operations Planner and Integrator, you will provide operational planning and integration support within SOUTHCOM’s Security Cooperation enterprise, directly enabling partner nation maritime interdiction, counter-narcotics (CN), and domain awareness operations across the Caribbean Basin and Pacific in support of the Caribbean Basin Strategic Initiative (CBSI) and the broader SOUTHCOM Operations, Planning, and Engagement Support (SCOPES) enterprise.
You will operate within Security Operations environments, integrating future operations planning with real-world maritime execution, advising and coordinating with partner nation forces to improve operational readiness, sustainment, and interdiction effectiveness. This role bridges Future Operations planning with maritime and special operations experience, ensuring that strategic objectives translate into actionable, mission-ready outcomes at the tactical and operational levels.
This position directly supports efforts to enhance partner nation capability where operational limitations are primarily driven by maintenance, logistics, and sustainment gaps rather than lack of platforms, requiring close integration between planners and operators to achieve mission success.
Responsibilities:

Support Caribbean Basin Strategic Initiative (CBSI) planning and execution within Security Operations environments, with emphasis on maritime security, small boat operations, Maritime Patrol Aircraft and counter-narcotics missions.

Serve as a Future Operations planner, developing and integrating plans, concepts, and execution frameworks aligned with SOUTHCOM objectives.

Produce and maintain CONOPS, OPORDs, FRAGOs, and supporting planning products to guide mission execution and partner force employment.

Synchronize activities under Title 10, Section 331 authorities, Section 333 authorities, enabling logistics, sustainment, and operational support to partner nation maritime forces.

Coordinate with partner nation military and security forces to improve operational readiness, sustainment practices, and ground force effectiveness.

Coordinate with partner nation naval, coast guard, and special operations forces to improve readiness, sustainment practices, and execution of interdiction operations.

Develop and track measures of performance (MOPs) and effectiveness (MOEs) to assess operational outcomes and inform decision-making.

Prepare and deliver briefings and decision-support products for senior leaders, interagency stakeholders, and U.S. Embassy personnel.

Coordinate logistics and sustainment requirements impacting maritime operations, including maintenance planning, fuel usage, operational tempo, and equipment readiness.
Qualifications:
Required:
-
Bachelor’s degree and seven years of experience. Candidates must have recent and directly relevant operational planning experience in support of maritime or special operations forces. This includes planning and integration experience within organizations such as Naval Special Warfare (SWCC or equivalent), U.S. Coast Guard Deployable Specialized Forces (MSRT, MSST, TACLET, etc.), and maritime interdiction or boarding team operations.

At least five years of combined experience (within the past seven years) as a service or Joint Operations or Effects Planner to include support to O-5 level units, Commands, or Interagency units.

Demonstrated experience in maritime interdiction, small boat operations, or counter-narcotics missions.

Current Secret Security Clearance.
Desired:

Demonstrated experience and in-depth knowledge of the Joint Planning Process (JPP) and Military Decision-Making Process (MDMP), including mission analysis, course of action (COA) development and decision-making, and integration with campaign and security cooperation planning documents such as Country Campaign Plans (CCPs), Regional Campaign Plans (RCPs), and Campaign Support Plans (CSPs), as well as CONOP development and approval briefings.

Experience advising or training partner nation maritime or security forces, particularly in Latin America or the Caribbean.

Familiarity with maritime domain awareness (MDA) systems, detection and monitoring operations, and integration with interagency partners.

Practical understanding of maintenance and logistics challenges impacting maritime readiness, including small boat platforms and patrol vessels.

Experience integrating Field Service Representative (FSR)-type support models into operational plans.

Experience and capability to perform tasks with Microsoft productivity software and applications.
-
Practical understanding of Microsoft Share Point, and web-based intelligence tools and databases available through NIPR and SIPR.

The proposed salary range for this position is:
$90,300-$189,600
