Job Description:

The Medicare Business Analyst plays a vital role in bridging the gap between the client’s business needs and the IT team’s technical solutions. This position requires direct collaboration with customers, project managers, developers, and quality assurance teams to ensure that system enhancements and new implementations effectively meet business objectives and regulatory requirements.

Key responsibilities include:

  • Leading requirement elicitation sessions and workshops with stakeholders to capture detailed business, functional, and non-functional requirements related to Medicare and healthcare projects.
  • Documenting and validating business requirements, process flows, and use cases to clearly communicate the expected system functionalities and compliance aspects.
  • Coordinating and facilitating User Acceptance Testing (UAT), gathering feedback from business users, managing issue resolution, and securing final approval of deliverables.
  • Maintaining and updating detailed documentation including change requests, exception handling criteria, and rules within the Rules Management Application (RMA) to support ongoing system accuracy and policy enforcement.
  • Providing day-to-day operational support to business users and technical teams by addressing queries, analyzing issues, and recommending viable solutions aligned with business goals.
  • Collaborating closely with development and testing teams to ensure deliverables meet quality standards and compliance mandates while managing scope changes proactively to mitigate project risks.
  • Developing strong domain expertise in Medicare policy and processes to contribute insights for continuous improvement, efficiencies, and regulatory compliance within projects.

Key Responsibilities – Customer Engagement and Requirements Gathering

  • Engage proactively with clients to thoroughly understand and capture Request for Proposal (RFP) and Request for Information (RFI) requirements, ensuring alignment with business and regulatory standards.
  • Create detailed scope documents outlining functional and non-functional requirements, and verify that all explicit and implicit customer needs are addressed.
  • Develop comprehensive workflows, diagrams, and specification documents by analyzing system capabilities and business processes.
  • Collaborate cross-functionally with project managers, architects, technical leads, and pre-sales teams to formulate accurate and timely responses to customer inquiries and proposals.
  • Communicate the operational and financial implications of proposed systems changes to enable informed decision-making by stakeholders.
  • Maintain an ongoing cadence with customers to clarify requirements and gather iterative feedback, adapting solution designs to meet evolving needs.
  • Deliver persuasive presentations and product demonstrations to empower customers and foster confidence in proposed solutions.
  • Build and sustain customer relationships with a focus on optimizing business integration and uncovering new opportunities for growth and lead generation.
  • Implement continuous improvement practices by incorporating customer feedback to enhance service and product delivery quality and value.

  • Establish regular communication channels with delivery teams to provide comprehensive customer feedback and input for solution refinement.
  • Review and validate test cases to ensure comprehensive coverage of customer requirements, preventing gaps or misunderstandings.
  • Conduct root cause analyses to thoroughly understand proposed solutions and identify areas for improvement before customer presentation.
  • Facilitate the deployment and integration of new change requests, ensuring alignment with customer expectations and system capabilities.
  • Support Quality Assurance teams by participating in testing cycles, providing timely feedback to promote high-quality deliverables.
  • Lead integration testing and user acceptance demonstrations to validate that implemented solutions operate flawlessly and meet 100% of acceptance criteria.
  • Apply data modeling and analytical techniques to identify trends and propose enhancements that boost system performance and user experience.
  • Maximize system utilization by fully understanding business specifications and technological capabilities.
  • Orchestrate the compilation and presentation of comprehensive solution responses to RFPs and RFIs, ensuring consistency and clarity before submission to clients.
  • Partner with Project Managers and principal consultants to establish project milestones, phase plans, and overall execution strategies that ensure timely delivery and customer satisfaction.
  • Challenge delivery assumptions constructively to enhance execution quality and mitigate risks.

  • Collaborate with colleagues and other business analysts to share insights, develop domain proficiency, and promote best practices across the organization.
  • Develop white papers, thought leadership articles, and research documents to contribute to the consulting community and elevate organizational knowledge.
  • Identify reusable use cases and patterns from various projects that can inform and enhance business processes and solutions at a corporate level.
  • Conduct ongoing market and industry research to stay informed about emerging trends, regulatory changes, and innovative practices relevant to Medicare and healthcare domains.
  • Utilize acquired knowledge to drive customer delight by incorporating the latest insights and innovations into solutions and delivery methodologies.
