Can I refuse a company request to purchase and expense something?

My company is now an "AI first" business. They are repeatedly pushing for all employees to automate as much of their work flow as possible and have created an open web AI platform for us all to use. Last week we were told by the CEO that we should take this one step further and "invest in our own development" by purchasing a subscription to Claude.
