Job Description:

The Mechanical Utility Field Planner serves as the owner’s representative and primary field authority for complex mechanical utility infrastructure projects. This role provides oversight for construction activities involving gas distribution, district energy, potable and reclaimed water, wastewater systems, and lift station rehabilitation.

The position manages multiple concurrent projects, coordinates with internal and external stakeholders, and ensures work is performed safely, in compliance with standards, and with minimal operational impact. The role is essential to maintaining system reliability, protecting existing infrastructure, and resolving complex field issues through strong coordination and safety leadership.

This role reports to the Manager of Projects, Mechanical.

What You Will Do

  • Provide field leadership and oversight for mechanical utility construction and rehabilitation projects, ensuring work is executed safely, efficiently, and in compliance with project specifications, utility standards, and OSHA requirements.

  • Oversee contractor activities across natural gas distribution, district energy (chilled and hot water), potable and reclaimed water, wastewater collection, and lift station projects.

  • Review and accept contractor safety plans and verify compliance with safety procedures, including confined space entry, trench safety, lockout/tagout, gas system safety, and pump station operations.

  • Coordinate with engineers, consultants, contractors, operations teams, design managers, and Engineers of Record to support new construction, infrastructure upgrades, and rehabilitation projects.

  • Participate in design, constructability, and sequencing reviews, providing field-based input on materials, installation methods, access requirements, and logistics to minimize service disruptions and operational impacts.

  • Support procurement and contracting activities through participation in pre-bid and post-bid meetings, field verification of existing conditions, and constructability and value engineering recommendations.

  • Monitor contractor progress and participate in project coordination meetings to address schedules, RFIs, directives, change orders, inspections, punch list items, and overall project status.

  • Document field activities, construction observations, and as-built conditions, and support planned shutdowns and emergency response efforts to maintain or restore critical utility services.

Required Qualifications & Skills

  • Minimum 5 years of experience in mechanical utility operations, underground utility construction, or utility construction management.

  • Strong knowledge of underground utility construction practices, including trenching, shoring, pipe installation, relocations, directional drilling, and system tie-ins.

  • Experience installing and rehabilitating gas distribution, district energy (chilled and hot water), potable and reclaimed water, wastewater, and pump or lift station systems.

  • Ability to interpret engineering drawings, specifications, and utility system design documents.

  • Experience overseeing contractor field activities and ensuring compliance with safety and regulatory requirements.

  • Demonstrated safety leadership, including the authority and willingness to stop work when unsafe or non-compliant conditions are identified.

  • Working knowledge of applicable utility codes, environmental regulations, and construction standards.

  • Ability to work flexible schedules to support planned construction activities and emergency response situations.

Preferred Qualifications

  • Experience with district energy, gas, water, and wastewater utility infrastructure, including chilled and hot water systems, potable and reclaimed water, gravity sewer, force mains, and lift station construction or rehabilitation.

  • Knowledge of gas distribution system installation, safety requirements, and lift station components, including pumps, controls, and wet well systems.

  • Familiarity with contract administration and project controls, including RFIs, directives, change orders, construction documentation, and project scheduling using industry-standard tools.

  • Strong written and verbal communication skills, with the ability to document construction progress, develop as-built documentation, and convey technical field information to project stakeholders.

Education

Associate's degree in a technical field or equivalent experience is required.
