Manager, Outbound Delivery Service, APAC Fulfilment Operations
Report to the Sr. Director of Fulfillment Operations for APAC Region. This role leads, designs, and optimizes APAC outbound logistics capabilities, and ensures the service level evolving through benchmarking and engineering setups – including B2B (truck load and line haul), B2C (small parcel), and regional/international exports – ensuring cost, speed, and compliance. Drive the development and implementation of region-specific outbound delivery service products, while acting as the primary integrator between APAC operations and global functions (Logistics/Trade Compliance). This role owns the design of LSP qualification, onboarding, and performance management process and associated executions. This role drives standardization, innovation, and performance excellence in last-mile delivery operations while leading a dotted-line regional team of country outbound delivery service representatives.
Your Responsibility will include (but not limited to):
Regional Strategy & Capability Building:
- Design, develop, and implement APAC-specific outbound logistics solutions or service products (e.g., standard / express, returns, DC transfer programs, sustainability options, and bonded transfers) aligned with brand values and market needs.
- Lead innovation in last-mile solutions (e.g., tech integrations, alternative delivery models) to enhance flexibility and customer satisfaction.
- Service Level Management & Continuous Improvement.
- Define, monitor, and elevate regional delivery KPIs.
- Implement root-cause analysis frameworks to address service failures and drive improvement initiatives.
- Benchmark performance against industry standards and identify automation/digitalization opportunities.
- 3PL Partner Management.
- Establish regional 3PL selection criteria, governance frameworks, and contract compliance guidelines.
- Conduct regular business reviews, negotiate performance agreements, and manage risk mitigation. Drive collaborative innovation with partners to enhance scalability and sustainability.
- Performance Management & Analytics.
- Develop dashboards to track cost, service, and sustainability metrics across markets.
- Lead data-driven decision-making and present insights to senior leadership.
- Optimize network design (e.g., hub rationalization, carrier allocation) to balance cost/service.
- Leadership & Collaboration.
- Provide dotted-line leadership to Country Delivery Ops teams, fostering alignment on regional goals.
- Partner with Commercial, E-commerce, and Sustainability teams to support new market entries and omni-channel growth.
- Champion a culture of continuous improvement, agility, and cross-functional problem-solving.
Export & DC Transfer Ownership:
- End-to-end operational ownership of APAC DC-to-DC transfers and exports to wholesalers’ global locations.
- Coordinate air/ocean bookings with Global Logistics; manage documentation and customs clearance alignment with Global Trade Compliance.

Mission:
To build, deploy, and optimize APAC’s outbound transportation ecosystem – develop management norms for service level, 3PL partner, and performance. Integrating global/regional resources while leading capability development for B2B/B2C outbound delivery, and export flows.
Boundaries & Exclusions:
In Scope:
Regional 3PL strategy, contracts, and performance.
Design of customer-facing delivery products (e.g., time windows, scheduling deliveries).
APAC-wide standardization of processes/KPIs.
Dotted-line guidance to country delivery teams.
Out of Scope:
Direct Management of in-country operational staff (solid-line reporting remains local).
Warehousing/inventory management (owned by separate functions).
First-mile/middle-mile transportation (managed by Global Inbound Logistics team).
Country-specific legal/tax compliance (led by local legal/finance teams).
Strategic Impact
This function serves as a central engine for APAC Outbound delivery excellence, directly enabling:
Customer Experience: Seamless sustainable last-mile delivery. Commercial Growth: Agile support for new marketplace entries and omnichannel demand. Cost Efficiency: Optimized network and vendor spend. Brand Reputation: Leadership in Green Logistics and innovation.
What we will be looking for in you:
- Bachelor’s Degree (MBA Qualification preferred).
- 8+ years in logistics operations and process design, preferably in retail/fashion.
- 3+ years’ experience in selecting, appointing, and managing large 3PL contracts.
- Expertise in SAP/WMS modules and transportation workflows.
- Proven success in: 1) Standardizing multi-country operations, 2) designing delivery products, 3) Deploying CI methodologies (Six Sigma/Lean certification preferred).
- Experience in Freight Forwarding or FIATA related rules and regulations.
- Strong collaboration skills with Engineering/IT teams.
- Excellent communication skills with the ability to communicate to all levels. Excellent communication skills in written and oral English & Chinese with the ability to face external and internal partners in a professional and mature manner. Excellent document writing and upwards communication skills.
- Excellent judgment to ensure timely decisions are made on a regular basis. Demonstrated ability to get things done and be resourceful. Ability to handle complex and ambiguous scenarios. Ability to organize, prioritize and schedule work assignments. Ability to manage conflicting priorities - capability to work on several projects in parallel. Ability to make administrative and procedural decisions. Ability to handle changing priorities and use good judgment in stressful situations.
