What to Expect

Tesla is seeking an experienced Program Manager to lead regulatory strategy, technology modernization, and research across Tesla’s residential energy operations organization. This role is the connective layer between Tesla’s operational teams and the regulatory, policy, and technology landscape that shapes their work.

Rather than managing individual programs or operational workflows, this role identifies emerging regulatory changes, policy shifts, and industry developments — assesses their cross-functional impact on the business — and creates structured implementation plans for the organization to execute. The role also owns evaluation and strategy for external technology partnerships, determining when and how Tesla should integrate with, build around, or replace external platforms and tools.

The ideal candidate will have deep expertise in clean energy regulatory environments, strong technical fluency, and a track record of translating ambiguous, cross-cutting problems into scoped, actionable plans. This is a high-autonomy, cross-organizational role that involves collaboration with operations, engineering, partnerships, product, marketing, and senior leadership.

What You’ll Do

  • Monitor and anticipate regulatory change — Track federal, state, and local developments across permitting, interconnection & incentives; identify shifts before they take effect and produce impact analyses that quantify business effects and recommend proactive responses
  • Organize technology strategy decisions — Evaluate external platforms and partners to determine build-vs-buy-vs-automate outcomes; develop integration strategies and implementation plans with clear scope, dependencies, and timelines for engineering and operations to execute
  • Drive research and legislative tracking — Monitor trends in residential solar, storage, VPPs, rate design, and grid services; identify bills and regulatory actions affecting Tesla's operations and develop pre-emptive response plans; perform cost-benefit analyses to inform investment and prioritization decisions
  • Own initiatives that span multiple teams — Lead strategic work where a single regulatory or technology development affects several operational domains simultaneously; reduce the planning and investigation burden on senior leadership by taking full ownership from analysis through execution
  • Manage strategic partnerships and stakeholder relationships — Build and maintain relationships with technology partners, and industry organizations; serve as Tesla's point of contact for strategic partnerships distinct from day-to-day operational relationships, and coordinate cross-functional responses internally
  • Build and maintain systems for tracking and portfolio visibility — Develop and own a regulatory tracking system across all relevant jurisdictions; maintain structured frameworks for evaluating incoming developments by impact, urgency, and effort; keep a live portfolio view of all active strategic initiatives with status, dependencies, and next steps

What You’ll Bring

  • 5+ years of experience in program management, energy operations, regulatory affairs, or a related field
  • Deep familiarity with clean energy regulatory frameworks at federal, state, and local levels, including incentive, permitting, & utilities
  • Technical fluency with APIs, integration architecture, software tools, and reporting systems
  • Proven ability to lead complex, cross-functional initiatives with multiple stakeholders and competing priorities
  • Experience building and maintaining relationships with regulatory bodies, technology partners, and industry organizations
  • Track record of creating scalable systems and processes from scratch in environments with minimal existing infrastructure
  • Experience translating technical and regulatory concepts into clear documentation, implementation plans, and cross-team communications
  • Effective communicator and collaborator, comfortable leading discussions across teams and seniority levels
  • Demonstrated ability to independently identify problems, define priorities, scope solutions, and drive execution without detailed direction
