Position Summary
1. Select and manage suppliers based on the transparent and fair procedures through standardized bidding and quotation process.
2. Secure cost competitiveness by organizing the optimal vendor pool, and selecting suppliers who provide the good quality and best price conditions through competition.
Role and Responsibilities
-
Responsible for indirect procurement (marketing & office products/services) in BQMS e-Procurement system matters.
-
Lead identification, implementation and enhancement of Procurement Policies and Procedures.
-
To develop strong relationships with internal and external group of people.
-
Eliminate possible frauds and corruptions.
-
Conduct yearly suppliers’ performance evaluation exercise.
-
Develops, maintains and analyzes supplier performances and periodically suggests recommendations for reducing cost and improving quality.
-
Identify items to be procured with Justification Statements based on Basic Requirements.
-
Support BQMS e-Procurement daily operation.
-
Ensure the proper management of Procurement Department operations in the absence of the authority.
-
In charge for Bidding case, organize Pre-bidding meeting and bidding committee meeting accordingly.
-
Evaluation on costs based on criteria, verify quotations or bids from vendors and select the best proposal for company.
-
Ensure timely and accurate Procurement reporting.
-
Support in internal / external audit requirements and enquiries.
-
Source for new and suitable vendor when required.
-
Organize and conduct training for internal user and external vendor.
-
Perform other Procurement related responsibilities and duties assigned from time to time.
Skills and Qualifications

Experienced professional with full understanding on specialized areas; resolves a wide range of issues in creative ways

Works on problems of diverse scope where analyzing data requires evaluating identifiable factors. Demonstrates good judgement in selecting methods and techniques for obtaining solutions

Normally receives little instruction on day-to-day work and receives general instructions on new assignments
-
Typically requires minimum 5 years' of related experience and a Bachelor's degree, or 3 years and a Master's degree; or a PhD without experience
