An excellent opportunity exists within the Estimating Organization as a proposal analyst, within the Naval Power team, supporting the Naval Air Missile SSBU. The estimating organization is responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, the Estimating Organization supports gate reviews, government audits, and negotiations with the customer.

Responsibilities

  • Be responsible for the development, analysis and completion of proposals
  • Work with other functions from across the company to understand and evaluate the labor, material and other direct costs associated with proposed contracts and the associated program
  • Utilize company estimating and pricing programs and tools
  • Develop detailed Request for Estimates which are used to kick off proposals
  • Lead the development of Basis of Estimates to include tracking progress, validating and analyzing actuals, ensuring consistency across the program, and confirming the estimating approach is sound
  • Prepare and present submit gate charts for program / company leadership review of proposal information
  • Ensure proposals comply with all FAR and internal requirements
  • Assess, develop and implement solutions leading to a thorough proposal submittal
  • Interface and coordinate with all levels of management within the program
  • Perform detailed and complex analysis of inputs to ensure soundness in our estimates
  • Assist in training and supporting other estimators (basic FAR requirements, proposal process, etc.)

Required Qualifications

  • Typically requires a Bachelor's degree and a minimum of 2 years prior relevant experience, or an Advanced Degree in a related field
  • Experience with Microsoft Office products (Word, PowerPoint, Excel)
  • The ability to obtain and maintain a U.S. government issued security clearance is required
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications

  • Intermediate knowledge of Excel (i.e. basic formulas, lookup functions, pivot tables, filtering/sorting, etc.)
  • Strong organization and analytical skills
  • Ability to work well in teams, with peers and management
  • Ability to influence action cross functionally
  • Strong oral and written communication skills
  • Advanced knowledge of Microsoft Excel, Power Point and other related tools
  • Demonstrated ability to consistently meeting deadlines in a schedule driven environment
  • Knowledge of and/or experience with federal proposal regulations including but not limited to: FAR, DFAR, TINA
  • Demonstrated leadership skills or experience
  • Effective planning and scheduling skills that lead to the completion of proposal efforts in accordance to customer and company requirements
  • Basic working knowledge of Pro Pricer, the RTN pricing tool, is desired but not required
  • Advanced knowledge of Federal Acquisition Regulations (FAR), Part 15, and the requirements in our Cost Estimating Manual are desired

Compensation and Benefits

Salary Range: $68,900 USD - $131,100 USD

The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

Additional Information

Role Type Definition: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products. As part of our commitment to maintaining a secure hiring process, candidates may be asked to attend select steps of the interview process in-person at one of our office locations, regardless of whether the role is designated as on-site, hybrid or remote.

Location: This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
