POSITION SUMMARY

The Regional Permit Manager oversees the drafting, QC, and production operations for permit design across assigned regions. This role focuses on ensuring timely, accurate, and compliant drafting outputs, while coordinating with the Quality Assurance (QA) Team responsible for RCA analysis, deeper quality audits, and systematic trend reporting.

The RPM supervises Drafting Leads (PAMs), drafters, and QC specialists, ensuring high-quality production while collaborating with the QA team, Research team, Prefield, and US Regional Permit Managers to eliminate quality issues early, reduce cycle times, and support continuous improvement.

DUTIES AND RESPONSIBILITIES

Regional Production Oversight

  • Lead all drafting, QC, and permit production activities for the assigned region.

  • Manage workload distribution across teams—balancing throughput, complexity, and deadlines.

  • Monitor daily pipeline health to prevent bottlenecks, aging SRs, or stalled milestones.

  • Ensure drafting packages move through the lifecycle (Prefield to Research to Drafting to QC to Submission) efficiently.

Leadership of Drafters, QC Specialists & Drafting Leads

  • Directly supervise Drafting Leads (PAMs), drafters, and QC personnel.

  • Conduct performance coaching, feedback sessions, skilled-based development, and quality reviews.

  • Enforce adherence to AutoCAD standards, template uniformity, and SOP compliance.

  • Identify skill gaps and assist with tailored training plans for drafting and QC teams.

Quality Management (In Partnership With the QA Team)

  • Oversee the QC process for accuracy, compliance, and readiness of permit packages.

  • Collaborate with the QA Team to review deeper quality audits and RCA analytics.

  • Implement corrective action plans based on QA-reviewed RCA findings.

  • Ensure that drafting teams understand root causes and avoid repeat errors.

  • Support the QA team by providing production insights and clarifying processes when needed.

Milestone & Workflow Management

  • Ensure drafting and QC milestones are accurately updated in Insite/Salesforce.

  • Maintain predictable drafting/QC timelines to support accurate US-side forecasting.

  • Flag and escalate cycle-time risks or backlogs to US Regional Permit Managers.

  • Ensure drafting and QC teams meet internal SLAs consistently.

Communication & Escalation

  • Act as the primary liaison between PAMs, Project Managers and US Regional Permit Manager.

  • Provide daily/weekly updates on production health, risks, and mitigation plans.

  • Communicate process updates, SOP revisions, jurisdictional changes, or QC expectations across the team.

  • Ensure that concerns from US teams are addressed promptly with corrective steps.

  • Attends client calls with Regional Permit Managers to answer questions on SLAs, quality issues and escalations.

Process Improvement & Standardization

  • Standardize drafting/QC workflows and enforce consistent use of templates and best practices.

  • Identify systemic issues affecting quality or cycle time and develop targeted improvement initiatives.

  • Support the QA team in interpreting operational context behind RCA trends.

  • Recommend enhancements to SOPs, matrix logic, templates, and CAD processes.

Metrics, KPIs & Reporting

  • Monitor daily, weekly, and monthly KPIs for the drafting and QC teams, including:

  • Drafting cycle times

  • QC cycle times

  • First-pass yield (based on QA-reviewed data)

  • Throughput per drafter/QC

  • Milestone accuracy

  • Trending RCA themes (validated by QA Team)

  • Ensure accurate data in Insite/Salesforce for reporting integrity.

  • Review QA Team dashboards and translate findings into actionable guidance for the team.

SKILLS AND PROFICIENCIES

Leadership & People Management

  • Strong leadership abilities with experience managing technical production teams.

  • Skilled in coaching, corrective action, and developing team competency.

  • Effective at driving accountability across multiple functions.

Technical Skills

  • Advanced understanding of telecom/fiber permit design standards.

  • Ability to evaluate AutoCAD drawings for constructability, drafting, and jurisdictional accuracy.

  • Understanding of plats, easements, land-use constraints, and AHJ requirements.

  • Familiarity with QC processes and QA analytical frameworks.

Operational Skills

  • Strong workflow and pipeline management skills.

  • Capable of identifying bottlenecks and implementing process improvements.

  • Skilled in metric interpretation and data-driven decision-making.

  • High attention to detail with a quality-first mindset.

Communication Skills

  • Clear written and verbal communication across India/US teams.

  • Strong escalation, reporting, and documentation skills.

  • Ability to explain technical issues to non-technical stakeholders.

QUALIFICATIONS AND REQUIREMENTS

  • 4+ years of experience in telecom permitting, drafting, QC, or engineering workflows.

  • 2+ years of leadership or team supervisory experience (required).

  • AutoCAD experience (reviewing, auditing, and interpreting designs).

  • Experience collaborating in distributed teams across time zones.

  • Strong understanding of permit lifecycle, jurisdictional requirements, and land-use documents.

  • Experience in Salesforce/Insite or similar permitting lifecycle tools.

  • Strong English communication skills.

  • Proven ability to manage production throughput and improve team performance.
