In this role, you will execute and oversee securities, money market, and repo transactions, ensuring efficient liquidity management and compliance with evolving banking regulations. You will play a key role in assessing and managing financial and operational risks across Treasury activities, while establishing world-class standards in trade execution, control frameworks, and regulatory governance. Ability to communicate with regulators and senior management in a clear and concise manner is essential also. The successful candidate will also contribute to regional and global initiatives aimed at advancing the Treasury function in Luxembourg and supporting PayPal’s continued growth.Job Description:Essential Responsibilities: Ownership of all bank administration functions, including opening, closing, and maintaining bank accountsPartnering with internal constituents to identify and address banking issuesDeveloping relationships with global banking partnersImplementing rigor and controls to prevent misappropriation of funds and assetsMaintaining Treasury Management Systems usage and optimizationLeading, coaching, and mentoring the GCM Operations and Treasury teamsCoordinating and influencing transformation opportunities across the Treasury ecosystemManaging treasury technology vendors and systemsAnalyzing current treasury technology capabilities and contributing to the roadmap for scale and efficiencySupporting treasury technology risk assessment for new product activitiesExpected Qualifications:10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.Additional Responsibilities & Preferred Qualifications:PayPal is seeking a driven and analytical Treasury or Finance professional to join our EMEA Treasury team based in Luxembourg. In this role, you will play a central part in managing PayPal’s regional balance sheet, executing investment and funding strategies across securities and money market instruments, and ensuring strong adherence to banking regulatory frameworks such as Basel III. You will oversee regulatory and liquidity risk management, support senior management reporting, and collaborate closely with the global Treasury organization to align regional initiatives with enterprise-wide objectives. The successful candidate will help shape world-class Treasury management standards and contribute to strategic projects that advance the transformation of PayPal’s Treasury function in Luxembourg into a more agile, efficient, and risk-aware organization.Responsibilities for the Treasury Director
- EMEA will include, but is not limited to:Support annual balance sheet and capital planning cycle including regulatory ratio compliance forecasting and monitoring for the Luxembourg Bank entityPrepare management presentations on balance sheet optimization opportunitiesAnalyze balance sheet trends (e-money, credit, funding composition, maturity profiles) and calculate and forecast regulatory ratio impacts of planned transactionsLead compliance with internal controls as well as banking regulatory requirements (e.g., Basel III/IV, LCR, NSFR, SOX, IFRS)Monitor total capital ratio compliance, track capital buffer headroom and RWA (Risk-Weighted Assets) movements to identify drivers of changeMonitor Liquidity Coverage Ratio (LCR) and ensuring bank has sufficient high-quality liquid assets (HQLA)Monitor Net Stable Funding Ratio (NSFR) - ensuring NSFR remains at least 100%Monitor compliance with large exposure limits, flag potential breaches and coordinate remediation actions.Ensure compliance with Pillar 2 Requirements (P2R)Monitor the bank’s investment portfolio, and execute investment activities, undertake risk-adjusted analysis, and ensure investments align with policy constraints and regulatory standards.Model regulatory impacts of new products or business initiativesSupport in responding to ECB/CSSF supervisory inquiriesSupport internal/external audit reviews of regulatory calculationsPrepare and present management reports on liquidity, cash flow projections, and financial risk exposures to senior leadership and governance committeesSupporting review of EMEA legal entity structure and manage further capitalization, dividends, and/or liquidationsOversight of PayPal’s banking relationships in region in collaboration with global teamsWork with Accounting, Tax and other teams on joint regional projects.Monitor and optimize excess cash positions across EMEA entities, ensuring adherence to bank and investment policy guidelinesSupporting development and maintenance of liquidity contingency plans.Partner with other Treasury teams to enhance automation and digitization of treasury processes and reportsManage treasury forecasting and stress models to support planning and analysisWhat does Success Look Like?
