Senior Manager, Application Software Engineering Position Overview

Oracle Government Defense & Intelligence is seeking a Senior Manager, Application Software Engineering to lead application engineering teams responsible for secure, scalable software capabilities in sovereign and government cloud environments. This leader will manage execution across multiple services or application areas, provide technical direction, and ensure teams deliver reliable, maintainable, and secure systems aligned to customer and mission needs.

Key Responsibilities

  • Lead multiple teams or a small group owning a significant application surface area with measurable reliability, security, and performance outcomes.

  • Manage execution of software development lifecycle processes, including design, implementation, testing, code review, observability, and production readiness.

  • Lead teams through debugging and troubleshooting across multiple components, services, APIs, and functional areas.

  • Guide teams in application architecture, service design, API lifecycle management, interoperability, scalability, and performance optimization.

  • Collaborate with product, program, security, operations, customers, and partner teams to align application solutions with business and mission priorities.

  • Establish and enforce secure development practices, coding standards, operational objectives, and engineering best practices.

  • Lead maintenance, patching, SOP evolution, automation, monitoring, and reliability improvements for supported systems.

  • Drive team performance, coaching, hiring, promotion readiness, and career development across engineering teams.

Minimum Qualifications

  • U.S. Citizenship with active US Government security clearance, TS/SCI with Poly, at hire.

  • 9 years of software development experience; or bachelor's degree in a relevant technical field and 5 years of software development experience; or master's degree in a relevant technical field and 3 years of software development experience; or doctorate in a relevant technical field and 1 year of software development experience.

  • 6 years of experience with programming and/or scripting languages.

  • 4 years of experience with databases.

  • Experience leading engineering teams through design, delivery, operations, and support of secure production software.

  • Demonstrated ability to lead cross-functional execution, resolve complex technical issues, and improve engineering processes.

Preferred Qualifications

  • 10 years of software development experience or equivalent advanced degree plus experience.

  • 2 years of experience in a technical lead role with direct reports.

  • 2 years of experience working with operating budgets and/or project financials.

  • 3 years of experience with cloud platforms such as Oracle Cloud Infrastructure, AWS, Azure, or Google Cloud.

  • Experience with automation, compliance, data integration, secure development, and operational excellence in regulated environments.

US: Hiring Range in USD from: $118,300 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
