**Northrop Grumman, Mission Systems (NGMS)**is looking for a Manager, Programs Level 2 to support our growing portfolio of classified development programs within the Advanced Mission Capabilities business unit’s Restricted organization unit onsite in Baltimore, MD. The selected candidate for this position will be leading a sub-set of product development efforts, under the direction of a Senior Program Manager.
What You'll Get to Do:
Primary responsibilities will include but are not limited to:

Plan, execute, and drive design‑maturity activities on a complex RF sensor product development program, overseeing cost, schedule, and technical performance.
-
Collaborate with a cross-functional Integrated Program Team (IPT) to identify and assess risks and opportunities as they relate to the successful execution of the development contract.
-
Status executive leadership, program management, the customer and other program stakeholders.
-
Develop and monitor adherence to the risk management process with a focus on risk prevention and opportunity creation, documenting all identified risks, their likelihood, impact, mitigation strategies, and assigned owners.
-
Identify critical design deficiencies, lead risk reduction testing, and advance maturity of product design.
-
Coordinate with IRAD program team(s) and other internal engineering resources to leverage existing work, avoid duplication, and accelerate maturity.
-
Own the change‑management process for configuration, schedule, and baseline updates, ensuring traceability to incremental CDR and SDRL artifacts.
-
Support the development of proposals associated with changes that impact any of the development contracts.
-
Adhere to all internal processes, policies, and industry standards.
Basic Qualifications:
-
Bachelor's Degree with 8+ years or a Masters degree with 6+ years of relevant professional experience supporting program execution, development programs, or government contracting.
-
Demonstrated experience supporting risk and opportunity identification, including tracking, mitigation planning, or reporting within a development or program execution environment.
-
Experience supporting two or more proposals efforts, including coordination, documentation, development, compliance review or cost/schedule input.
-
Demonstrated experience collaborating across multiple functional organizations (e.g. supply chain, operations, manufacturing, mission assurance, business management, engineering, etc.) to support delivery of program or proposal objectives.
-
US Citizenship required.
-
Must have an active U.S. Government DoD Secret security clearance with full investigation with the last 6 years at time of application, with the ability to obtain a SAP clearance prior to starting.
Preferred Qualifications:
-
Bachelor's or a Master’s degree in a STEM discipline (e.g. Systems, Aerospace, Mechanical, Electrical, Software, Industrial Engineering, or related field).
-
Active SAP clearance
-
Demonstrated experience serving in one of the following roles within a development or DoD program environment: Design-Maturity Lead, Cost Account Manager, Program Cost Analyst, Contract Administrator, Project or Program Manager.
-
Experience leading cross‑functional Integrated Product Teams (IPTs) supporting development or integration of RF sensor systems.
-
Demonstrated experience developing and maintaining risk registers, conducting risk‑reduction testing, and producing documented mitigation plans that support improved design maturity and milestone readiness (e.g. CDR or equivalent technical reviews).
-
Experience supporting product development lifecycle activities, including at least one of the following phases: requirements development, system design, integration, testing, or production transition.
-
Experience supporting program execution on DoD contracts, including preparation of contract deliverables, program reporting, or compliance documentation.
-
Experience supporting change management activities, including configuration changes, schedule updates, process improvement initiatives, or program baseline adjustments.
-
Proficiency in Microsoft Office Suite products to support program execution, reporting, and documentation activities.

Primary Level Salary Range: $153,800.00 - $230,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
