Northrop Grumman Mission Systems (NGMS), Navigation, Intelligence and Connectivity Solutions Division (NICD) is seeking a dynamic Capture Manager 3 to lead strategic campaigns in a capture manager role. This position will be located on-site in San Diego, California and will support Communication and Networking Solutions (CNS) Business Unit (BU) for Northrop Grumman’s proprietary efforts.
This individual will work closely with Northrop Grumman’s leadership team and other industry and government partners to run all aspects of his/her assigned pursuits. Specific areas of focus include market research, data analytics, customer relationship management and shaping, campaign management, capture strategy development and execution, and proposal development, submission, and negotiations through contract award.
In this job, you will:

Lead strategic campaigns, priority-win captures, develop clear win themes and lead cross-functional teams in delivering quality proposals and competitive wins

Create integrated marketing campaigns based on market segments to gain new customers and build repeat business; domestic and international
-
Develop and maintain a list of key pursuits for the business - assess capture readiness, review capture plans and track the status of captures with a focus on resourcing
-
Partner with industry leaders to drive capture and proposal discipline, acumen, guidance and support throughout the pursuit
-
Understand the customer marketplace, stakeholder customer organizations and budgets to identify market drivers and trends and develop strategies
-
Engage in business area capture activities (Black Hats, Win Strategy Workshops, Color Team reviews) and help pull together independent assessment teams (both internal and external)

Lead business unit activities in support of overall proposal development process improvements, including the reduction in proposal cycle time and driving investment efficiency

Review for Capture milestones and phase review gates, including resource authorization

Develop and maintain relationships with internal and external customer stakeholders and functional organizations involved in business capture
-
Develop and maintain relationships with industry teammates and industry associations to help drive partnerships
-
Understand customer needs to get ahead of customer solicitations and allow for proper shaping
-
Lead and coordinate proposal development preparation and guide the proposal operations team into drafting proposal responses.

Oversee pricing strategy development to ensure proposals are both compelling and compliant.

Develop, implement, and manage processes and strategies that results in an increased capture Pwin and improved win rate
-
Travel may be required up to 25% of the time
Basic Qualifications:
· Bachelor’s Degree in technical discipline (four years of additional direct relevant technical experience may be substituted in lieu of degree)
· Minimum 10 years of combined experience with capture and/or P&L experience in developing and capturing business and submission of responsive captures/proposals
· Minimum 5 years of demonstrated experience leading P&L programs and demonstrated experience with proposals and competitive capture strategy
· Demonstrated program management experience within the Aerospace and Defense industry
· Experience with company investment planning and management
· Must be US Citizen with the ability to obtain and maintain a TOP SECRET/SCI security clearance.
Preferred Qualifications:
· A current/active DoD Top Secret/SCI clearance
· Knowledge and experience with Communication and Networking Systems
· Proven win record on bids over $100M, with credentials across all phases of the Business Acquisition Process (BAP).
· Working knowledge of the competitive marketplace and utilizing government relations advocacy.
· Strong cross-functional relationships including business management, contracts, supply chain, technology, and human resources.
Primary Level Salary Range: $193,000.00 - $289,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
