The Fixed Income Division (“FID”) Business Control Unit (“BCU”) team is looking for a Vice President level candidate to support its first line risk management functions. High performing candidates with 15+ years relevant experience can be considered for Executive Director level. Risk management themes include Regulatory Risk, Compliance Risk, Operational Risk, Conduct Risk, Technology Risk, Client Risk. FID BCU is considered the “First Line of Defense” and the role therefore requires close collaboration with stakeholders of varying seniority across a wide range of teams in the Front Office and Infrastructure Groups.

The role will be based in Singapore with a focus on Macro (FX and Interest Rates), while also having certain responsibilities supporting the Singapore Commodities and Credit businesses and the Regulatory Control Group (“RCG”) within BCU.

Daily or regular tasks related to the risk management function include but are not limited to:

  • Reviewing and coordinating new FID business initiatives with Infrastructure Groups, and supporting the implementation
  • Managing operational risk incidents, general operational queries/issues, and specific programs such as the Risk & Control Self-Assessment (“RCSA”)
  • Keeping updated on regulations and rules that impact the Division and the entity, and ensuring compliance within first line
  • Developing and designing new controls & processes within first line
  • Monitoring various risk management reports & controls, including those to support the supervisory framework.
  • Supporting regulatory enquiries / inspections / applications, internal audits and compliance testing that impact the Division
  • Representing FID on various entity committees and forums, providing relevant updates and highlighting issues when needed
  • Assessing ad-hoc transaction approvals for complex trades

Skills Required:

  • Technical product knowledge in FX and Interest Rates required, and Credit and Commodities an advantage
  • Minimum 8 years of working experience in banks, with experience of MAS regulations
  • Be able to work in a fast-paced environment and make sound judgment calls
  • Be able to find balance between commerciality and prudent risk management
  • Ability to interact with stakeholders of varying seniority in different groups
  • Strong project management skills
  • Highly self-motivated, with a desire to help improve processes and work together in a team
  • Solid working knowledge of Microsoft Office
  • Hold a professional qualification such as CFA, FRM or PRM is preferred
