About the role

Job Description:

This role leads solution engineering activities across architecture and engineering design, proof-of-concept execution, pilot validation, and technical recommendations aligned to OIT priorities. The position drives data-informed decision-making by producing quantitative analyses of alternatives and clear recommendation packages for SEC stakeholders. The role also supports continuous improvement goals in the PWS by documenting outcomes, risks, and implementation considerations for enterprise infrastructure modernization.

PRIMARY RESPONSIBILITIES:

Enterprise Solution Engineering:

  • Perform day-to-day solution engineering activities to identify technologies that meet SEC enterprise requirements.

  • Translate functional, operational, and business requirements into technical solution requirements and design criteria.

  • Develop architecture and engineering design approaches that align with SEC infrastructure, security, and operational objectives.

  • Collaborate with technical teams and stakeholders to ensure proposed solutions are feasible, scalable, and supportable.

Proof of Concept, Pilots, and Demonstrations

  • Plan, execute, and document proof-of-concept efforts to validate candidate technologies.

  • Conduct pilots and technical demonstrations to evaluate solution suitability for SEC mission and operational use cases.

  • Define success criteria, test scenarios, and evaluation metrics for each PoC/pilot activity.

  • Summarize pilot findings, limitations, and implementation readiness for leadership decision support.

Analysis of Alternatives and Recommendations:

  • Evaluate tradeoffs between competing technical solutions using quantitative, criteria-based methods.

  • Build analysis of alternatives (AoA) artifacts that compare cost, risk, performance, security, and operational impact.

  • Produce recommendation papers that clearly document methods, alternatives considered, and rationale for selected options.

  • Identify follow-on engineering tasks, dependencies, and additional analysis needed before full implementation.

Documentation, Reporting, and Stakeholder Engagement

  • Produce clear technical documentation of architecture options, engineering results, pilot outcomes, and recommendations.

  • Present findings to SEC stakeholders and governance forums to support informed technology decisions.

  • Maintain traceability from requirements through evaluation, recommendation, and next-step actions.

  • Contribute to continuous improvement by incorporating lessons learned and updating supporting documentation.

REQUIRED QUALIFICATIONS:

  • This position is restricted to U.S. citizens only. Applicants must not hold dual citizenship with any other country to be eligible for work under this contract.

  • Bachelor's degree in a relevant field (e.g., Information Technology, Computer Science, Engineering). In lieu of degree, additional experience is required.

  • Ability to obtain and maintain SEC Public Trust.

  • 8+ years of related experience providing business solutions engineering support in enterprise IT environments.

  • Experience in architectural design, engineering design, proof-of-concept development, pilot execution, analysis, results, and documentation.

  • Experience mapping functional requirements to technical requirements and producing formal recommendation artifacts.

  • Enterprise solution architecture and engineering design.

  • Functional-to-technical requirements mapping and traceability.

  • Proof-of-concept, pilot, and demo planning/execution.

  • Quantitative analysis of alternatives and tradeoff evaluation.

  • Technical writing, research documentation, and recommendation reporting.

PREFERRED QUALIFICATIONS:

  • Experience supporting federal IT programs and infrastructure modernization initiatives.

  • Experience applying zero-trust and federal security/compliance considerations (e.g., FISMA/FedRAMP) in solution evaluations.

  • Experience developing data-driven dashboards, metrics, or performance reporting to support technology decisions.

  • Experience evaluating cloud and hybrid enterprise technologies (e.g., Azure, Microsoft 365, endpoint/operations platforms).

  • Experience briefing technical and non-technical stakeholders and facilitating governance-board decision cycles.
