This position is responsible to lead medium complexity to complex test projects that can include either new technology or applications within the domain of strong technical engineering experience. Responsible for a total engineering cost input of $5M or more annually. Responsible for technical leadership, cost/scope control, create cost estimates, schedule, milestones definition/execution, customer relationship, and PM interfaces. Leads/coordinates other disciplines, interfaces with internal leaders and external customers, Chief Engineers, program stakeholders and resident experts to accomplish program objectives.
You Must Have
- B.S. degree in Engineering
- 6 plus years project engineering, management experience or equivalent combination of training and experience are necessary.
- Strong intuition and understanding of stakeholder and customer concerns and works to pre-emptively address.
- Strong relationship with test/function leads and development/support teams.

- Manages scope, schedule, and budget for the assigned Test Programs, identifying risks and opportunities that support project execution, create the resource analysis and define the Management Operating System to execute projects per AEP
- Utilizes various engineering disciplines, manage the engineering process for conceptualization and selection of the best test solution based on component PN, Subsystem or integrated systems test requirements and tooling analyses
- Executes/coordinates system/component test requirements analyses and lead electromechanical test design processes through the test engineering stages per AEP
- Develops and executes the test project operations with multiple Test/Function Leads and internal/external customers including engineering, procurement, fabrication, contractors support teams, etc.
- Leads preparation, review and approval for documentation and deliverables. Uses enterprise-based business tools to achieve project planning and cost objectives.
- Monitors engineering progress against approved budget, defined scope, and schedule
- Ensures accurate and timely reporting standards are maintained throughout the execution of assigned and monitored projects with effective metrics and PE/PM Hon Standards
- Coordinates periodic reviews with management, upper/program management, Chief Engineering and/or program stakeholders on project status, CAPEX strategies, project management metrics and significant trends and changes of approved projects
- Participates in and lead risk assessments and actively manage the risks of the assigned projects
- Preparing the engineering test cost estimates, project schedules and control approved budgets for electromechanical test projects execution in a dynamic environment
- Mentors early career PE's, Test Leads and Function Leads in application of fundamental project engineering principles to execute the design and implementation of test solutions
- Contributes to collection and management of Design Knowledge. Leads a medium (>5, <30 persons) or multiple small engineering Product Development teams, may cover multiple locations (HGR and DM Engineering groups.)
- Mentors early career PE's in application of project scheduling, budget, earned value principles and PE/PM tools
- Works with support groups to identify and execute improvement activities to reduce cost and cycle time initiatives
- Able to communicate effectively and efficiently with high level stakeholders and critical customers. Has mastered right-sized communications (depending on who status is being given to)
- Develops and maintains long-term relationships with key customers to identify new business opportunities for the Electromechanical Test organization
- Uses excellent communication skills as well as the ability to be inquisitive and collective in thinking to work with other disciplines and collaborate on ideas and thoughts in resolving complex problems. May lead investigations into relatively complex problems. Can present technical proposals clearly and succinctly to internal and external customers
