The Joint Counterintelligence Training Activity (JCITA) is a Department of War organization. JCITA serves as the DoW’s central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.

JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.

Position Summary – Counterintelligence Subject Matter Expert (CI SME – UTS)

The CI SME (UTS) serves as a senior Counterintelligence instructor and technical subject matter expert responsible for delivering advanced classroom and field-based instruction that enables non-technical CI Special Agents to conduct CI collection and operations within a Ubiquitous Technical Surveillance (UTS) environment. Instruction focuses on preparing agents to lawfully and effectively conduct internet-based impersonal communications and integrate technical capabilities into CI collection and operational activities in accordance with applicable laws, strategies, and policies.

The CI SME designs and facilitates immersive, scenario-driven training that bridges traditional CI tradecraft with modern technical and digital operational environments. The incumbent assesses student performance during intensive field exercises that frequently exceed eight (8) hours per day and may require travel within the National Capital Region (NCR) and throughout the Continental United States (CONUS).

The CI SME (UTS) combines operational CI expertise, technical acumen, and instructional excellence to ensure agents are fully prepared to operate effectively in modern, technology-saturated environments while maintaining compliance, operational security, and mission effectiveness.

Required Qualifications:

Qualified candidates must be graduates of an accredited CI Special Agent credentialing school and an advanced source handling course, with demonstrated experience adapting CI Collection or Offensive CI Operations to a UTS ecosystem. Candidates must also have completed one of the following: UTS Tradecraft Seminar, UTS Foundational Operations Course, Emerging and Disruptive Technologies, Technical Signals and Security Countermeasures, or Technical Tradecraft for HUMINT.

The CI SME must demonstrate operational experience in one or more of the following areas: CI Collection or Offensive CI Operations, CI/HUMINT Targeting, Threat Finance, or Offensive Technical Operations. The role requires the ability to oversee accountability, configuration, and maintenance of all CAP and Government-Furnished Property (GFP)/communications equipment used by students, staff, and Surveillance Role Players (SRPs). The incumbent develops and implements equipment usage policies in accordance with course requirements and specifications.

The role demands broad technical proficiency, including knowledge of basic electronics and electronic theory; electronic equipment maintenance; radio propagation; AC/DC power applications; cellular, GSM, and satellite networks; surveillance kits; wireless technologies; PC-based software applications (e.g., Windows-based systems, MS Office, Visio); Motorola P25 VHF radio systems and associated programming tools; photography equipment; mapping and geotagging software; discreet surveillance equipment; Nanocam technology; DVR and A/V recording systems; and Advanced Encryption Standard (AES) and Data Encryption Standard (DES) configurations.

Required TS/SCI with ability to obtain CI Poly.

The likely salary range for this position is $107,744 - $143,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
