Primary Purpose
Under minimal supervision, provides senior‑level technical review and oversight of complex Electric Distribution (ED) designs for special and major projects. The role focuses on reviewing and validating designs prepared by EOC’s to ensure compliance with Company standards, regulatory requirements, constructability, safety, and overall design quality.
Requires strong knowledge of Electric Distribution systems and familiarity with tools such as Pole Foreman, GIS‑based applications, and spatial data used in ED design.
Primary Duties
- Provide technical oversight and guidance for contractors supporting complex ED projects.
- Review Electric Distribution designs for compliance with Company standards, regulatory requirements, and constructability expectations.
- Collaborate with Engineering, Project Management, and Field stakeholders to evaluate design assumptions, calculations, risks, and deviations.
- Verify applicable codes, specifications, and permitting requirements related to ED work.
- Perform constructability and risk‑based design reviews to identify potential impacts to safety, cost, schedule, and rework.
- Support field execution through site visits, walkdowns, design clarifications, and resolution of construction issues.
- Advise Company personnel and contractors on complex or non‑standard ED design issues.
- Serve as a technical mentor to junior designers and peers.
- May support emergency response activities as required.

Minimum Qualifications
Knowledge
- Thorough knowledge of Electric Distribution engineering and construction standards, practices, and procedures.
Skills / Abilities
- Ability to review complex ED designs, drawings, and calculations and identify risks or constructability concerns.
- Ability to manage multiple concurrent assignments and priorities.
- Strong ability to interpret utility drawings, site plans, topographic maps, and roadway construction documents.
- Proficiency with computer‑aided design and drafting systems and standard PC applications.
- Ability to prepare clear technical feedback and documentation.
- Strong verbal and written communication skills.
- Valid driver’s license and ability to meet Company driving standards.
- Satisfactory completion of the Technical Occupations Test (TECH).
- May be required to become a Notary Public in the State of Maryland, depending on assignment.
Education / Experience
- High School Diploma and eight (8) or more years of related experience, including at least four (4) years supporting the design or review of Electric Distribution systems; or an equivalent combination of education and construction experience.
Preferred Qualifications
- Experience reviewing overhead and underground Electric Distribution designs.
- Strong knowledge of BGE/Exelon ED standards, construction practices, and material specifications.
- Experience with constructability reviews, value engineering, and field issue resolution.
- Understanding of how design quality impacts safety, cost, schedule, and rework.
- Demonstrated ability to mentor designers or serve as a technical lead.
- Experience supporting complex or high‑risk ED projects.
- Interest in continuous improvement and use of new tools to enhance design quality.
