About the Katwijk Site
Eli Lilly is investing €2.6 billion in a new state-of-the-art manufacturing facility in Katwijk, Netherlands. This facility will produce oral medicines for cardiometabolic health, neuroscience, oncology, and immunology, incorporating next-generation manufacturing technologies including dock-to-dock automation, paperless manufacturing, and process analytical technology while achieving carbon neutrality and zero waste to landfills.
Position Overview
Lead and supervise Process/Automation Engineering, Maintenance, Utilities, Facilities, and Capital departments, ensuring reliability and performance of engineering and maintenance processes are compliant, efficient, and effective. Manage all physical assets, provide engineering support for manufacturing processes, and oversee capital planning and project delivery.
Key Responsibilities
Leadership & People Management
-
Develop vision and operational discipline across the team according to Manufacturing Standards as defined by Eli Lilly.
-
Provide supervisory functions for Engineering department leaders, employees, and contractors across all supported departments.
-
Develop performance appraisals, conduct salary reviews and HRP sessions.
-
Ensure development plans, career plans, and succession plans are in place.
-
Complete talent assessments and foster professional behaviour among staff.
Strategic Planning & Capital Management
-
Develop recruitment & start up strategies for areas under his/her responsibilities, ensuring the Site is delivered without accidents, compliant, on budget and according to schedule.

Serve as member of Plant Lead Team.
-
Develop short and long-term vision for acquisition and use of physical capital assets.
-
Maintain up-to-date site master plan, capital plan, and engineering/maintenance roadmap.
-
Coordinate affiliate needs with corporate teams for timely delivery of services and projects.
-
Drive initiatives that improve efficiency, compliance, and productivity within his/her areas of responsibility.
Financial Management
-
Develop and manage annual expense and capital budgets.
-
Control expenses and capital expenditures across all supported departments.
-
Ensure monthly/annual financial reporting and forecasting is timely and accurate.

Develop and supervise monthly reporting of departmental performance metrics.
Operations & Asset Management
-
Ensure service levels for operational support and daily activities are established and met.
-
Ensure adequate lifecycle management of plant assets.
-
Oversee administration of capital improvement and expense projects.
-
Oversee management of engineering drawings for plant facilities.
-
Coordinate and allocate resources for daily operations and projects.
Maintenance & Facilities Operations
-
Oversee development, implementation, and execution of comprehensive maintenance program (preventive, corrective, predictive maintenance, planning/scheduling)

Oversee management of site services (buildings/grounds maintenance, cafeteria equipment, pest control, landscaping, security processes)
-
Oversee technical maintenance services and technologies (pressure vessels, spare parts, CMMS, mechanical integrity, calibration, reliability services)
Process Engineering, Automation & Utilities
-
Ensure regulatory compliance from equipment, instrumentation, control systems, and process performance perspective.
-
Provide input for troubleshooting, deviation resolution, change management, safety assessments, lifecycle management.
-
Maintain site facility infrastructure (HVAC, steam, water, sewer, utility systems, life safety, security systems) in state of compliance.

Implement and manage automated systems and technologies.
Quality, Training & Compliance
-
Ensure training of employees and contractors is thorough, accurate, and up-to-date.
-
Make contributions to quality improvement for plant and functional area.
-
Comply with Good Manufacturing Practices and Good Documentation Practices.
-
Demonstrate commitment to environmental, health, safety, and regulatory policies.
-
Ensure safe behavior of department personnel and compliance with safety goals.
-
Ensure GMP compliance and regulatory readiness.
Environmental Health & Safety
-
Ensure compliance with EHS regulatory agencies and EHS Corporate Policies.
-
Integrate EH&S requirements into business planning processes.
-
Establish metrics monitoring for inspections, training, incidents.
-
Model desired safety culture through actions and decisions.
-
Conduct regular management audits of areas.
-
Ensure compliance with environmental standards and waste management.
Qualifications and Requirements
Education
-
Bachelor's degree in Engineering (Electrical, Mechanical, Chemical, or equivalent)
-
Language: Ideally bilingual (English/Dutch preferred).
Experience
-
10 years of experience in engineering-related fields.
-
7 years of experience in manufacturing, preferred in pharmaceutical or other regulated industries.
Technical Knowledge
-
Knowledge of pharmaceutical regulations (cGMP's, 21 CFR Part 11, Computer Systems FDA regulations)
-
Knowledge of Computer Systems Validation, Infrastructure Platform Qualification, and Software Quality practices.
-
Knowledge of System Lifecycle management and Project Management.
-
Knowledge of software engineering, design principles, and infrastructure operations.
-
Knowledge in process safety management.
Leadership & Skills
-
Effective leadership, teamwork, interpersonal, and communication skills.
-
Excellent technical writing, negotiation, and presentation skills.
-
Ability to work under minimum supervision and manage competing demands in rapidly changing environments.

Strong decision-making and problem-solving abilities.

Ability to influence and teach others.

Self-starter with strong self-management and organizational skills.
