About the team and the role:

Cloud Data Technologies (CDT) builds and operates on-premise, cloud-native data platforms and services that power e Bay. The CDT PMO enables program governance, portfolio planning, and consistent delivery across product, platform, and shared services teams.

As a Lead Technical Program Manager, you will drive end-to-end delivery of complex, multi-quarter programs across the data ecosystem, from database platforms to governance and discovery. You will own program outcomes, align strategy to execution, and establish scalable delivery practices that improve reliability, quality, and efficiency. This role partners closely with Product, Engineering, and leadership, combining strategic oversight with hands-on execution.

What you will accomplish:

  • Lead large-scale, cross-functional programs from strategy through execution, delivering against defined scope, timelines, and business outcomes

  • Translate product and platform strategies into structured program plans with measurable impact (e.g., reliability, cost efficiency, security, data availability)

  • Drive coordinated execution across engineering and product teams by defining workstreams, managing dependencies, and maintaining delivery cadence

  • Improve program quality and reliability by establishing standards across testing, performance, data integrity, and compliance

  • Proactively identify and mitigate risks, enabling timely decisions through clear escalation and trade-off management

  • Provide clear, executive-level communication on program status, risks, and priorities, supporting alignment across stakeholders and leadership

  • Strengthen PMO practices by improving processes, tools, and governance, while mentoring team members and supporting effective program delivery

What you will bring:

  • Extensive experience in program management within cloud, data platforms, or enterprise software, including delivery of multi-team, multi-quarter initiatives
  • Strong technical understanding of cloud data technologies, including data platforms, pipelines, governance, and related systems
  • Ability to translate complex requirements into executable technical plans and guide decision-making with engineering and product stakeholders
  • Expertise in planning, estimation, dependency management, and risk mitigation within agile or hybrid delivery environments
  • Clear and effective communication skills, including executive-level reporting and stakeholder alignment
  • Familiarity with security, compliance, and data governance frameworks in cloud environments
  • Experience working across distributed teams or within structured portfolio and program governance environments is beneficial
