The Chief Construction Inspector (CCI) is responsible for planning, managing, and overseeing construction activities carried out by company crews, contractors, and external agencies such as municipal departments, transit authorities, or private firms. These projects may take place within company facilitiesincluding generating stations and substationsor in public areas like roads, highways, and bridges. The CCI ensures that all work is performed in full compliance with company specifications, standards, and procedures, as well as all applicable regulatory requirements. A key part of the role is to protect and maintain the integrity of company infrastructure throughout the construction process. The CCI also ensures that projects are completed on schedule and within budget, while maintaining high standards of safety, quality, and coordination.

Required Education/Experience- Bachelor's Degree and 2 years field construction experience or

  • Associate's Degree and 4 years field construction experience or
  • High School Diploma/GED and 5 years field construction experience.

Preferred Education/Experience- Bachelor's Degree in Engineering or Architecture and 4 years field construction experience

Relevant Work Experience- Fundamental background in construction management and be knowledgeable in electrical, mechanical, civil, chemical, construction or operations, Required

  • Knowledge of the facilities, remediation, electric, gas and/or steam system, Preferred
  • Proficiency and knowledge of Oracle, Project Wise, Auto-CAD, Micro-station, Microsoft Projects, Primavera, MAXIMO, and/or Oracle Work Management System, Preferred
  • Knowledge of Building Code and permit requirements, Preferred
  • Knowledge of safety and environmental procedures related to working in generating stations, substations, commercial facilities or public streets, Preferred
  • Knowledge of contract administration procedures, inspection and cost control, Preferred
  • Ability to interface with external agencies and customers, Preferred

Skills and Abilities- Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.

Licenses and Certifications- Driver's License Required

Physical Demands- Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)

  • Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
  • Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

Additional Physical Demands- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.

Core Responsibilities- Perform comprehensive field inspections to verify that all company facilities are constructed, maintained, and operated in full compliance with engineering designs, specifications, procedures, and applicable codes, ensuring safety and reliability.

  • Ensure strict adherence to Code 753 requirements on all relevant projects, safeguarding underground utility infrastructure and preventing third-party damage during excavation and construction activities.
  • Lead and facilitate safety protocols including Job Briefings, Job Site Safety Exchanges (JSSE), Safety Stand-downs, and On-the-Job Trainings (OJTs) to promote a culture of safety among company employees and contractors.
  • Monitor contractor operations to ensure alignment with their Health and Safety Plans (HASP), as well as compliance with local, state, and federal regulations. Ensure work is performed within NYC permit guidelines and minimizes disruption to the surrounding community.
  • Serve as Incident Commander during emergencies such as construction-related damages, environmental hazards, or safety incidents, coordinating response efforts and ensuring proper documentation and resolution.
  • Respond to company-wide operational events including storm emergencies, heat alerts, system outages, and feeder patrols, providing field support and coordination to restore service and maintain infrastructure integrity.
  • Investigate contractor-related damages and prepare detailed damage reports, supporting accountability and continuous improvement in contractor performance.
  • Track and report contractor performance using the Contractor Oversight System (COS), and manage infractions through formal reports and action lines. Ensure all incidents are resolved in accordance with corrective action plans.
  • Manage project financials and documentation, including processing contract changes per the Construction Administration Manual (CAM) and Interference Control Manual (ICM), reviewing time sheets and invoices, and maintaining accurate cost tracking through the Current Working Estimate (CWE). Prepare Requests for Authorization (RAP) and Capital Appropriation packages when needed.
  • Coordinate project schedules and maintain documentation, ensuring timely communication across engineering, estimating, purchasing, and operations teams. Maintain all project files including daily logs, updated schedules, RFIs, submittals, and sign-in sheets. Fulfill supervisory duties during nights, weekends, and overtime as required.
