The Human Resources (HR) Advisor Senior Group Manager is a senior management level position responsible for leading strategic organizational design and workforce planning initiatives for the Chief Information Office of Technology. A key aspect of this role involves consulting and advising on organizational restructuring, proactively identifying talent needs and gaps and working to address them, identifying training and development requirements and in partnership with HR disciplines create training curriculums, and strategizing on optimal location strategies to support business objectives. The incumbent will support a global population in partnership with HR Business Partners and HR Discipline teams, providing strategic consultation to Senior Leaders and spearheading human capital activities related to complex enterprise change initiatives.

Responsibilities:

  • Serve as a primary, strategic trusted advisor to the Head of CIO and senior leaders on all strategic HR matters, with a particular emphasis on organizational design and workforce strategy, proactively recommending, developing, and executing critical human capital priorities with a forward-looking perspective ensuring alignment with business strategy and technological advancements.
  • Deliver a broad range of strategic HR consulting services across human capital areas such as advanced talent management (attraction, development, retention), organizational effectiveness, and employee engagement.
  • Develop strategic recommendations for optimal staffing levels, advise on restructuring impact on headcount, and ensure compensation and development programs are aligned with strategic workforce planning and evolving location strategies. Work in partnership with lead finance officers to ensure budgets are managed.
  • Drive the strategic development, attraction, and retention of critical talent, including leading the design of future-focused leadership teams for assigned groups and across Technology.
  • Proactively anticipate, evaluate, and respond to macro-environmental developments impacting HR policy, identifying and resolving complex HR issues with strategic solutions.
  • Identify training and development requirements, partnering with HR disciplines to create robust curricula that address skill gaps and future needs.
  • Lead initiatives to transform performance management frameworks and practices, specifically addressing the unique challenges of a workforce with rapidly evolving and constantly changing skill sets, to foster continuous growth and adaptation.
  • Lead and influence cross-functional HR professional teams on strategic initiatives, ensuring the successful execution of complex people priorities and workforce transformations.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup through compliance, ethical judgment, and accountability.

Qualifications:

  • 15+ years of extensive human resources experience, with a significant focus on strategic HR consulting, organizational design, and comprehensive workforce planning and experience working with technology.
  • Demonstrated expertise in leading large-scale organizational design initiatives, complex workforce modeling efforts, and advising on organizational restructuring programs.
  • Proven ability to model future workforce needs and strategies, proactively identify critical talent and training gaps, develop strategic training curricula in partnership with HR disciplines, and formulate optimal location plans, collaborating effectively with senior stakeholders.
  • Demonstrated experience in delivering sophisticated HR strategies and solutions for a large, globally dispersed, and multi-functional workforce including managing implications of significant organizational change and geographical distribution.
  • Exceptional, clear, and concise written and verbal communication, advanced interpersonal skills, and superior influence abilities, particularly when consulting with and advising senior leadership on complex organizational, talent, and location matters.
  • Strong analytical and complex problem-solving abilities, with a proven track record of data-driven decision-making in organizational design, workforce strategy, talent development, and location optimization contexts.
  • Proven track record of building and nurturing strong, strategic relationships with business leaders and consistently acting as a highly trusted advisor.
  • Demonstrated ability to build and leverage relationships with broader HR discipline areas to drive a cohesive, connected, and strategic HR advisory and delivery model for client groups encompassing but not limited to talent management, learning and development, and global mobility.

  • Bachelor’s degree/University degree or equivalent experience.
  • Master’s degree preferred.
