The Program Management Senior APAC Lead is a strategic professional within the Markets COO Front Office Transformation department who delivers material business or regulatory change initiatives. This pivotal position demands deep Capital Markets experience and exceptional communication and diplomacy skills for effective internal negotiation, influencing senior stakeholders, guiding cross-functional teams, and engaging external clients. They are accountable for delivering significant direct business results, providing authoritative advice on business operations, and driving strategy through close collaboration with Sales & Trading, Business Management, Legal, Operations, and IT teams.

Responsibilities:

  • Regional leadership: Face-off to senior Markets Management and Functional Heads in the region
  • Regulations:Keep up to date on regional regulatory changes by reading regulatory text and liaison with ICRM, Legal and Industry Working Groups,
  • understand the impact of business/clients, and
  • initiate required implementation initiatives as required
  • Industry liaison: Represent the firm in the two main industry bodies, ISDA and ASIFMA, and join industry working groups within those bodies
  • Program Planning & Direction: Support the planning, directing, and coordination of day-to-day activities for programs or portfolios, ensuring alignment with business goals. This includes creating program plans, charters, and ensuring funding approval.
  • Stakeholder Management: Identify and manage relationships with all key stakeholders, including senior management. Ensure effective communication of status, issues and risks, and secure commitment for resources.
  • Issue & Risk Management: Lead the identification, resolution, and escalation of program issues and risks, developing and executing mitigation strategies as needed.
  • Scope & Objective Alignment: Work with stakeholders and Program Sponsors to define and align program scope, business case, and cost-benefit analysis with overall business objectives. This includes the ability to analyze and critically assess large datasets to inform robust program scoping and strategic definition.
  • Process & Standards Adherence: Drive adherence to established program processes, procedures, methods, and standards for consistent program delivery.
  • Resource & Staffing Management: Ensure programs are appropriately staffed and manage overall staffing requirements to meet operational needs. Monitor vendor performance.
  • Team Leadership & Development: Manage the APAC Markets Transformation team, evaluate performance, and make recommendations for personnel actions.
  • Strategic & Financial Oversight: Contribute to budget, policy formulation and planning.
  • Governance & Compliance: Ensure compliance with applicable laws, rules, and regulations, which includes overseeing the implementation of new regulations or updates to existing regulations to ensure compliance for Markets businesses.
  • Adhere to company policy, applying sound ethical judgment regarding personal behavior, conduct and business practices.
  • Escalate, manage and report control issues with transparency, safeguarding Citigroup, its clients and assets.

Key Requirements:

  • 10 years + relevant experience within a Tier 1 Capital Markets environment
  • Demonstrated delivery of regulatory or business driven projects/programs within Banking/Financial Services
  • Strong knowledge of capital markets products and asset classes
  • Trade lifecycle knowledge e.g. Markets trade flows
  • Strong working knowledge of MS Office Suite and experience with AI platforms.

  • Proactive self-starter with problem-solving approach
  • Excellent interpersonal and organizational skills, able to handle diverse situations, multiple initiatives and changing priorities
  • Demonstrated ability to analyse and critically assess large datasets
  • Understanding and awareness of regulatory rules
  • Project Management certifications e.g. PRINCE 2
  • Commitment to quality and attention to detail

Education:

  • Bachelor’s/University degree or equivalent experience, preferably Master’s degree
