About the Organization:SMBIC Data and Regulatory Operations Group is a global team operating in over 20 countries, providing essential support to key business lines including Markets, Services, and Wealth Management. We provide an array of services to enable client lifecycle transactions; from relationship establishment, supporting the data demands surrounding instruments and delivering non-financial reporting to our regulators.
The Strategic Change Team, within SMBIC Data and Regulatory Operations, is responsible for the execution of regulatory change initiatives, including new regulation implementations, issue remediation, and platform transformation.
Role Overview:
We are seeking a highly organized and experienced change management professional to lead our global program management office (PMO). The PMO lead is responsible for providing function-wide oversight, coordination, and executive assurance across our global change portfolio. This role owns the single global view of non-financial regulatory reporting initiatives and serves as the primary escalation point for material regulatory, delivery, and operational risks.
Responsibilities:
Portfolio Governance & Oversight
- Maintain and govern a consolidated global portfolio of regulatory reporting initiatives, including new regulatory implementations, remediation, testing, QA, and strategic transformation activities.
- Establish and enforce portfolio intake, classification, and reporting standards across regions.
- Identify cross-regional dependencies, conflicts, and sequencing risks.
Risk & Issue Management
- Aggregate regional risks and issues into an enterprise-level risk view.
- Identify systemic, material, or emerging risks impacting regulatory compliance, delivery timelines, or operational stability.
- Escalate issues requiring executive decision, risk acceptance, or intervention.
Executive & Governance Engagement
- Prepare and present decision-ready materials for global governance forums and Executive Steering Committees.
- Enable governance discussions that are risk- and outcome-focused rather than status-driven.
- Act as a key point of contact for portfolio-level inquiries from senior management, Compliance, Risk, Internal Audit, and regulators.
Strategic Alignment & Transformation
- Ensure alignment of regulatory reporting initiatives with regulatory obligations and firm strategic objectives.
- Support strategic initiatives impacting regulatory reporting (e.g., operating model change, data governance, exception management).
- Contribute to the firm’s evolution toward a global regulatory reporting utility model.
- Ensure that the delivery from the workstreams/projects meets requirements and is to the appropriate quality, on time and within budget, in accordance with the program plan and governance, minimizing regulatory penalties and reputational damage.
Qualifications:
- 12+ years of experience in change management, PMO, or large-scale transformation within financial services. Citi experience a plus. Management Consulting experience a plus
- Demonstrated experience operating in a global, matrixed environment.
- Strong executive communication and stakeholder management skills.
- Proven ability to synthesize complex information into clear executive insight.
- Knowledge of global markets regulatory reporting regimes (e.g., EMIR, MiFID/MiFIR, SEC, CFTC, ASIC, MAS, HKMA) a plus

- A strong knowledge of the techniques for planning, monitoring and controlling programs and resources
- Ability to create and deliver presentations to senior levels of management
- Ability to quickly grasp and master new concepts/requirements and related product/functional knowledge
- Excellent analytical and problem solving skills
- Strong Microsoft Office skills; including Visio and Project
- Knowledge of AI tools and their application to program and project execution a plus.

- Bachelor’s/University degree, Master’s degree preferred
