The Risk Credit Policy Officer provides full leadership and supervisory responsibility for all Policies as published for business as part of the Mortgage Program Manual (MPM) monthly. Provides oversight of the Risk Policy function with all partners within the business for all channels. Applies in-depth disciplinary knowledge through provision of value-added perspectives. Develops Policies, processes, procedures, controls and plans within the overall Risk function. Strong communication and diplomacy skills are required as well as ability to work with multiple business functions. Will have responsibility for all Policy guidelines for Agency (Fannie Mae, Freddie Mac, FHA/VA,) and Community Lending. Also develops/manages Policy for Non-Agency Citi Portfolio Programs (Home Equity, Wealth and Non-Agency Programs). This can be a fast paced environment; applicants must have the ability to react and adjust to multiple changes and tasks.
Responsibilities:

Performs oversight of the Policies for Agency and Non-Agency, High Net Worth, Ultra High Net Worth and Portfolio lending.

Responsible for managing Risk and Controls and maintaining quality expectations set forth by the organization.

Integrates an in-depth credit underwriting background of complex transactions for all clients with a solid knowledge of U.S. Mortgage industry standards and practices.

Prepares a Comprehensive Fact Sheet of the Policy parameters to be used by the business when making Credit Decisions.

Uses sound judgment to oversee more complex Policies and provides feedback to teams.

Develop, conduct and host meetings with Senior level management as well as attend meetings with cross-functional business partners and contribute to the meeting content.

Analyze data, provide root cause analysis, generate accurate reports on a regular basis as well as facilitating ad-hoc reporting as needed in support of changes.

Interact with and present to regulators, Government Sponsored Entities (GSE’s) and internal audit teams as needed. Attend various Regulatory Meetings, exam preparation meetings on behalf of Credit Risk Policy to evaluate impacts and articulate published Policy.

The ability to communicate, both in writing and verbally, with various organizational levels, complimented by a strong customer service ethic and team orientation is required.

Ability to appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with all applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications:

10 to 13 years previous U.S. consumer Mortgage underwriting experience.

Extensive U.S. Mortgage industry knowledge related to credit worthiness, regulatory requirements, agency/non-agency (including portfolio, HNW and UHNW) and FHA/VA guidelines is required.

Exceptional skills in creating Power Point Presentations, Excel Spreadsheets and Word Documents required.

Must be highly ethical and work with integrity.

Must have the ability to work and collaborate as a team member

Excellent verbal and written communication skills as well as effective listening skills.

Able to work across all levels in Risk Management and also with other Governance/Controls and business teams.

Excellent Presentation skills – adept at presenting effectively to audiences of various sizes and adapting style as necessary. Many presentations will be with Sr. Leaders.

Able to work with key decision makers across various levels and functions within the Citi organization.

Able to work in a rapidly changing environment, on multiple projects while supporting the business and other teams in the implementation and changes to Risk Credit Policy items.

Position will require strong organizational skills and attention to detail.

Strong ability to analyze data and provide root cause analysis, identify trends, and recommend actions.

Bachelor’s/University degree or equivalent professional experience.
