The Core Accounts Controls & Regulatory Management (CRM) Manager, SVP reports to the Core Accounts Global CRM Head. This role will lead the implementation of end-to-end risk management oversight and Change Management oversight for Asia Core Accounts. This role also works closely with the Core Accounts Product team and the COO to implement the risk and control framework and policies, and partners with various functions that cover Operational Risk, Information Security, Business Continuity, Fraud, Data, Compliance, AML, and Records Management, along with the Operations and Technology teams in order to stay abreast of  emerging risks and issues that relate to the business, to escalate these to the Global LMS & Core Accounts CRM Head, and to perform analysis and trending.

Key Responsibilities:

Overall responsibility for the Controls environment within the LMS and Core Accounts business, working in partnership with all areas in broader business organization as well as functional partners.

Risk Management & Control

  • Oversee risk reviews for the core accounts platform, including product mapping and placement, to ensure full compliance with internal policies.
  • Support Liquidity Management Services (LMS) risk and control programs for the Asia markets.
  • Work with Management on the governance and facilitation of the execution of the Manager Control Assessment (MCA) as required by the MCA Standard, including the assessment and approval of risk associated with business changes.
  • Support management in the review and challenge process on the effective design and management of controls to mitigate risks, including implementation, operation, monitoring, and issue escalation.
  • Identify and analyze trends from potential loss events, operational losses, and RCSA/MCA results to develop and document corrective action plans.
  • Ensure the identification of issue root cause, partnering with control and process owners to recommend holistic corrective actions and providing check and challenge to ensure appropriate escalation per policy.
  • Manage and oversee iCAPs (Issues and Corrective Action Plans) to ensure timely resolution.
  • Oversee third-party engagements, due diligence, and relationship management processes.
  • Analyze and monitor client and segment relationships to mitigate risk.

Governance, Policy & Change Management

  • Be accountable for the quality, completeness, and accuracy of the Control Framework's implementation, including the Risk Control Policy, Control Standard, Issue Management Policy, and Control Inventory.
  • Establish and continuously improve best practices for New Product/Activity Due-Diligence and Change Management for all product and platform rollouts.
  • Ensure strict adherence to all Citi Risk Management Policies & Standards and applicable regulatory mandates across all markets.
  • Support the implementation of new and revised policies and regulatory changes through diligent compliance checks.
  • Drive process improvements for Change Management, Governance, and Best Practice implementation.
  • Oversee Attestation Management and Mandatory Absence management for the LMS and Core Accounts Team.

Stakeholder Collaboration & Reporting

  • Partner with Cluster CRM Heads and product partners to implement enhancements that mitigate operational risk.
  • Coordinate with Independent Compliance Risk Management (ICRM), Operational Risk Management (ORM), and other internal Citi entities as required.
  • Work with cluster and global partners to map and document processes, identify risks, and implement controls that ensure compliance with Citi policies and regulations.
  • Prepare for and coordinate all audits and exams, including pre-review assessments and post-review remediation, in partnership with the Global CRM Head.
  • Deliver comprehensive executive reporting to ensure transparency across the senior LMS and Core Accounts teams.

Qualifications:

  • 10+ years’ experience in the Financial Services Industry.
  • 5+ years of Risk & Controls or Compliance experience.
  • Leadership skills including ability to work effectively and drive results with a virtual global team.
  • Ability to lead and drive controls across the products and functions irrespective of reporting lines.
  • Ability to manage through influence (e.g., management in the absence of reporting lines or with matrix reporting)
  • Ability to build rapport and work closely with key senior stakeholders and partners within and outside the business.
  • Ability to build rapport and work closely across geographical cluster teams and functions.
  • Up to date understanding of key risk and control concepts, tools and trends relating to risk identification, rating and prioritization, mitigation and reporting.
  • Knowledge of regulatory environment.
  • Risk based thinking and analytical mindset.
  • Self-starter who can work independently.
  • Ability to multi-task and manage concurrent projects and deliverables.

Education:

  • Bachelor’s degree ideally in Finance or Technology or equivalent experience.
  • Master’s degree is “Good to Have”.
