Capital One is seeking a financial services regulatory attorney to join the Bank Regulation and Policy Group of the Legal Department. In this role, you will analyze prudential laws and regulations applicable to bank holding companies and national banks, advise the company regarding the impact of proposed and new regulations, interact with regulators, and work with business counsel and associates across multiple functional areas throughout the company. This candidate should demonstrate substantive expertise in non-consumer federal financial regulation or a proven capacity to develop such expertise, have the ability to work in teams or independently, have excellent communication skills, and will report to the Director, Assistant General Counsel responsible for corporate regulatory matters.
We are looking for an attorney who is collaborative, inquisitive, enthusiastic about prudential bank regulation, and exhibits grounded judgment in novel situations. You’ll need strong analytical and organizational skills, great judgment, and the ability to work effectively in a fast-paced environment involving complex legal issues. We want someone with an ownership mentality but who enjoys being part of a team and can interact with and influence across departments and job levels.
Responsibilities Include:

Providing expert advice on applicable safety and soundness laws governing the company’s businesses and operations, including the Bank Holding Company Act, the National Bank Act, and the Dodd-Frank Act, with emphasis on safety and soundness provisions applicable to banks and bank holding companies

Analyzing and interpreting proposed safety and soundness laws and regulations impacting business units and assisting in devising compliance methods that meet business goals and objectives

Engaging and managing outside counsel

Reviewing new products and services and analyzing compliance with applicable safety and soundness laws, including permissibility

Coordinating with colleagues in the Legal Department and Policy Affairs Group to analyze legislation and proposed regulations and to develop and advance advocacy strategies

Engaging with industry trade associations to ensure Capital One’s priorities are reflected in trade association efforts
Basic Qualifications:

Juris Doctor from an accredited law school
-
Active member in good standing of at least one state bar

At least 4 years of experience as an attorney in a law firm, in-house legal department, or government agency
Preferred Qualifications:

At least 6 years of federal financial services legal counsel experience

Ability to work in a fast-paced environment with minimal supervision

Ability to manage a large volume of work, including complex legal issues that may arise suddenly

Understanding of financial and regulatory reporting concepts

Experience communicating directly with regulatory authorities and drafting regulatory filings

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
Mc Lean, VA: $200,700 - $229,100 for Sr. Manager, Sr. Counsel
New York, NY: $219,000 - $249,900 for Sr. Manager, Sr. Counsel
Richmond, VA: $182,500 - $208,300 for Sr. Manager, Sr. Counsel
Riverwoods, IL: $182,500 - $208,300 for Sr. Manager, Sr. Counsel
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
