The Opportunity:
CACI is seeking a talented and highly motivated Senior Contracts Manager to provide embedded support with CACI’s program leadership team for a recently awarded ten-year prime contract valued at up to $423 million to continue providing capability development and software-defined technology to an Intelligence Community (IC) customer. This program is a flagship program in CACI’s Technology Programs portfolio within the Spectrum Superiority Line of Business. From sea to space, Spectrum Superiority's software-defined technologies help customers sense, make sense, and take decisive actions across the spectrum. Our products and services allow our customers to stay one step ahead, targeting advanced, evolving threats with precision effects and redefining what dominance means in the battlespace.
Role and Impact:
Within CACI, Contract Managers are expected to build trust and respect with our acquisition customers. As the official face of CACI, the Contracts Manager will perform negotiations and contract management duties in all phases of our programs, from pre-award through the full development, production, and sustainment lifecycle. This position will be integrated with CACI’s program team and will function is a strategic business partner responsible for building lasting relationships and delivering balanced and equitable business deals, thus ensuring the long-term, mutual success of CACI and its customers.
As such, the successful candidate needs to be self-sufficient and will need to be able to impact business outcomes across multiple lines of business, collaborate across the business and with other functions, cultivate relationships with DoD, Intelligence, and Commercial Customers, and shape and draft creative business solutions.
Location:
This role sits side by side with the Program Management Office (PMO) at CACI’s Jessup, Maryland office. The successful candidate will have flexibility to work remotely or from other CACI locations as necessary, but the expectation is to work to match the Program Manager’s onsite cadence, including frequent work within a SCIF.
Key Responsibilities:
- Provide contractual expertise and leadership to multiple program teams, primarily in the context of federal procurement regulations
- Build and maintain relationships with the Government Contracting Officer or Prime Contractors
- Negotiate price, terms, and conditions with clients
- Negotiate contractual agreements, including contracts, bailment agreements, non-disclosure agreements, associate contractor agreements and teaming agreements
- Monitor performance on assigned contracts and task orders, actively participating in change management
- Participate in the development and review of proposals, ensuring compliance with solicitation requirements and corporate policy
- Establish excellent working relationships with Program Managers and other internal stake holders in functional areas such as pricing, procurement, and government compliance
- Review opportunities for risks, ensure risk assessments are conducted in accordance with corporate policy, and provide mitigation recommendations and approaches
- Route organizational conflict of interest screenings in accordance with company policy and interpret contract terms related to subsequent issues
- Actively participate in client meetings and reviews as an embedded member of CACI’s program leadership team
Additional Responsibilities:
- Work independently on larger, moderately complex projects/assignments, including proposals and contract risk reviews
- Apply business acumen and Government acquisition knowledge to develop opportunity shaping and negotiation strategies
- Proactively advise management of contractual rights, obligations, and risks
- Support and lead negotiations
- Ensure compliance with CACI Contracts policies and guidelines as well as with US Government laws and regulations
- Influence internal and external stakeholders through use of facts, policies, and acquisition best practices
- Demonstrate the ability to find equitable solutions to complex problems with various customers
- Coordinate with CACI Export team for processing export licenses and documentation
- Mentor junior members on staff
- Review pricing documentation for compliance with corporate policy and process and provide thoughtful feedback
Qualifications:
Required:
- 10+ years of experience reviewing and negotiating US Government and commercial agreements
- Bachelor’s degree, preferably in business, finance, or a related field
- Demonstrated understanding and strong working knowledge of US Government Acquisition Regulations (FAR/DFARS) and agency supplements
- Experience supporting capture teams under traditional FAR Part 15 and FAR Part 12 methods, as well as Part 35 (Broad Agency Announcements), Other Transactional Authority (OTAs), and Commercial Solutions Openings (CSOs)
- Preferred experience supporting the Intelligence Community on technology solutions contracts
- Adept at contract analysis
- Aptitude to work on diverse contractual issues simultaneously
- Ability to frame, draft and negotiate agreements
- Excellent presentation and communication skills
- Strong work ethic with a commitment to meeting deadlines with a high degree of quality
- Skill in being persuasive while maintain a positive customer and/or teammate relationship
- Current or recent National Security Clearance at the TS//SCI level and willingness to consent to a government-sponsored Polygraph

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$94,400 - $198,200
