Director, Health Economics & Outcomes Research (HEOR) – Japan

We are seeking a Director, Health Economics & Outcomes Research (HEOR) to lead HEOR strategy in Japan and to play a critical role in demonstrating the value of our innovative medicines to enable sustainable patient access.
Role Overview
The Director, HEOR – Japan will serve as the country HEOR leader, accountable for leading health technology assessment (HTA) activities in Japan and for shaping evidence strategies that support pricing, reimbursement, and access outcomes.
This role works in close partnership with Global HEOR and collaborates cross‑functionally with Medical, Market Access, Regulatory, and Brand teams to deliver integrated evidence plans across the product lifecycle. The Director will also lead and develop a high‑performing HEOR team and build future‑ready capabilities aligned with BMS enterprise strategy.
Key Responsibilities

Lead and oversee HTA assessments in Japan, including post‑launch cost‑effectiveness and outcomes evaluations

Develop and execute Japan HEOR and HTA strategies to support reimbursement, mitigate repricing risk, and demonstrate product value

Deliver integrated evidence plans across the product lifecycle in partnership with Medical, Market Access, Regulatory, and Brand teams

Serve as the primary Japan interface to Global HEOR, ensuring alignment with global evidence strategies while addressing local HTA and policy requirements

Represent BMS in engagements with external stakeholders, including health authorities, academic experts, and industry forums

Lead, coach, and develop the Japan HEOR team, fostering a collaborative, high‑performance, and inclusive culture

Build sustainable, future‑ready HEOR capabilities that support long‑term business and patient access objectives
Required Qualifications
-
Advanced degree (PhD, MD, PharmD, MPH, MS, or equivalent) in Health Economics, Outcomes Research, Epidemiology, Public Health, Health Policy, Pharmacy, or a related discipline

Significant leadership experience in HEOR, HTA, RWE, or evidence strategy roles within the pharmaceutical or healthcare industry

Deep expertise in Japan HTA frameworks, pricing and reimbursement policy, and post‑launch evidence requirements

Proven ability to lead integrated, cross‑functional evidence strategies across the product lifecycle

Demonstrated people leadership experience, including building and leading high‑performing teams in a matrix environment

Fluency in English
Preferred Qualifications

Demonstrated impact of HEOR or HTA leadership on pricing, reimbursement, or access outcomes in Japan

Experience working within a global HEOR organization and contributing to global governance or strategy forums

Experience influencing senior internal and external stakeholders, including policy or HTA bodies
