Job Summary:
In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.
Major Responsibilities:

Performs generally non-routine cost estimating, analysis, and control activities.

Coordinates the implementation of cost monitoring and control standards, techniques, systems, and reports

Coordinates the development and accuracy of cost reports
-
Verifies consistency with previous reports to ensure compatibility and consistency
-
Prepares specific budgets in accordance with prescribed standards and procedures
-
Investigates the requirements for estimating and/or cost control data
-
Collects and classifies cost data
-
Performs budget allocation and reporting/cost control regime for specific construction discipline or group of disciplines
-
Identifies cost trends for management attention
-
Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
-
Extensive experience in implementing change management process and tools, performing cost trend estimates in support of project cost trend programs, and their interface with schedule and cost systems.

Strong interpersonal and communication skills (oral/written) with ability to understand and interpret technical and non-technical scope impacts for trend and baseline change documentation.

Demonstrated experience in executing, monitoring, and evaluating cost engineering activities, including cost estimates, cost control, and cost analysis.

Thorough knowledge of financial reporting systems and controller account codes, as well as a solid understanding of relevant Controller instructions that affect Project Controls

Competent in engineering, procurement, contracting, construction, and startup processes, in accordance with Bechtel's operational standards.

Experience reviewing designs and specifications for cost effectiveness and suggests alternatives when appropriate.

Experience with preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons. Develops innovative new techniques to meet specific needs, as required.
