Assistant Vice President – Technical Product Management (Business Support Systems Engineering)ROLE OVERVIEW

The Assistant Vice President, Technical Product Management is a senior product leader responsible for establishing and scaling a best‑in‑class technical product management function across the Business Support Systems Engineering (BSE) organization within Consumer Technology Experience (CTX). This role owns the end‑to‑end technical product management discipline across the BSS and Supply Chain portfolio—including products, platforms, and shared services—ensuring executive decisions are grounded in clear business cases, platform economics, and measurable outcomes, not delivery activity alone. The AVP defines the technical product operating model, decision rights, and standards across BSE, partnering closely with CTX Product Leadership to enable a product‑driven model with shared priorities, coherent roadmaps, and strong value realization. A core mandate is to deliver step‑change improvements in portfolio predictability and execution health across a large, multi‑year transformation by improving sequencing, surfacing dependencies earlier, raising definition quality, and reducing late‑breaking change. This leader will also drive the evolution from SDLC to an AI‑Driven Development Lifecycle (AIDLC) within technical product management—establishing standards, governance, and metrics to ensure AI‑enabled practices produce measurable business outcomes.

Dallas, TX or Atlanta, GA (in‑office, 5 days/week; relocation assistance available)

KEY RESPONSIBILITIESProduct Portfolio Strategy & Value Realization

  • Own portfolio investment strategy and prioritization across BSE products, platforms, and shared services.
  • Standardize business cases and ROI narratives (unit economics, cost‑to‑serve, TCO, run vs. change).
  • Ensure benefits are tracked and realized post‑launch.
  • Establish portfolio‑level governance with integrated roadmaps, outcome metrics, and decision‑ready tradeoffs.

Technical Product Operating Model & Talent

  • Define and evolve the technical product operating model (intake, discovery, prioritization, roadmap governance, executive forums).
  • Establish clear decision rights and accountability from intake through adoption and value realization.
  • Set the bar for technical product management: role definitions, competencies, career paths, and performance expectations.
  • Lead talent strategy: hiring, coaching, performance management, and succession planning.
  • Build a community of practice with playbooks, templates, and training that reduce friction for engineering teams.

AI Adoption & AIDLC Enablement

  • Lead the transition from SDLC to AIDLC within technical product management.
  • Define standards, guardrails, and playbooks for AI‑enabled product practices (discovery, definition, prioritization, experimentation, learning loops).
  • Establish metrics for AIDLC effectiveness (cycle time, definition quality, adoption, realized value).
  • Partner with Engineering, Security, Data, and Architecture to ensure responsible, scalable AI adoption.

Platform Scale, Reuse & Shared Capabilities

  • Identify and drive opportunities to scale BSS and Supply Chain platforms and reduce duplication.
  • Define strategy for shared capabilities (platform services, APIs, data foundations, CI/CD, observability).
  • Drive adoption with measurable impact on cost, reliability, and developer productivity.

Execution Predictability & Executive Partnership

  • Serve as a primary decision partner to BSE/CTX executives.
  • Translate complex tradeoffs into clear options, risks, and recommendations.
  • Improve execution predictability by strengthening sequencing, dependency visibility, and definition quality.
  • Raise the quality of executive product narratives (investment memos, roadmap scenarios, success metrics).

External Orientation

  • Bring an outside‑in perspective through benchmarking and market insights.
  • Leverage vendors and partners using performance benchmarks and commercial leverage.
  • Stay current on AI‑enabled product and platform practices and apply them pragmatically.

REQUIRED QUALIFICATIONS

  • 15+ years of experience in technical product management, platform product leadership, or technical portfolio leadership.
  • 7+ years leading multi‑team product organizations, including operating model and org design.
  • Proven ownership of a large, multi‑year product/platform portfolio, including investment planning and benefits realization.
  • Demonstrated experience modernizing product and engineering practices using AI‑enabled workflows and tooling.
  • Strong financial and analytical capability: business cases, ROI, unit economics, and outcome tracking.
  • Executive presence with experience leading portfolio governance and decision forums.
  • Deep technical fluency across APIs/integration, distributed systems, cloud platforms, CI/CD, observability/SRE, data foundations, and secure SDLC.
  • Track record of improving platform leverage, reuse, reliability, and developer productivity.
  • Exceptional written and verbal communication skills.

PREFERRED QUALIFICATIONS

  • Experience with Business Support Systems (BSS), Supply Chain, or similarly complex enterprise platforms.
  • Experience modernizing legacy platforms while scaling new capabilities (API‑first, shared services, migrations).

This role is a force multiplier for engineering and a cornerstone of AT&T’s BSS modernization, raising the bar for technical product management, improving predictability, and ensuring every major investment is tied to measurable value.

Our AVP of Product Technology earns between $206,900 – 347,500. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.
