Analog Devices is currently seeking a highly experienced and strategic Sr. Trade Compliance and Audit Officer to lead and enhance our regional compliance program in EMEA. This role will primarily focus on ensuring compliance with European Union regulations governing military and strategic goods, including oversight of dual-use items, defense-related exports, and strategic trade controls. The successful candidate will serve as a key advisor and will collaborate cross-functionally to effectively integrate compliance into business operations.Key Responsibilities
- Centralize and optimize customs and export control EMEA operations to ensure efficiency and regulatory compliance across all regions.
- Develop, implement, and continuously improve compliance programs covering export controls, Incoterms, valuation, country of origin, and tariff codes in line with EU and international regulations.
- Oversee the precise classification of products by applying European Harmonized Tariff Schedule (HTS) codes and designate Export Control Classification Numbers (ECCN) in accordance with the EU Dual-Use Regulation (Council Regulation (EC) No 428/2009).
- Conduct product reviews to determine ECCN and HTS codes for all imports/exports, collaborating with engineering, product management, and legal teams to ensure robust classification and licensing processes.
- Monitor regulatory changes (EU customs, dual-use, and sanctions) and update internal processes to maintain compliance.
- Identify cost-saving opportunities through strategic tariff and ECCN classification and manage Free Trade Agreements (FTAs) to optimize duty savings.
- Liaise with customs authorities, brokers, and freight forwarders to ensure timely clearance and prevent operational disruptions, including manufacturing line stoppages.
- Maintain accurate records of customs filings, ECCN determinations, and compliance documentation; submit Binding Tariff Information (BTI) requests as needed.
- Advise on licensing requirements for controlled goods and technologies, including screening for embargoed destinations and end-users.
- Deliver training and guidance through documented processes, webinars, and workshops; support internal/external audits of ECCN and HTS assignments.
- Lead Authorised Economic Operator (AEO) programs, large case audits, and support other compliance initiatives.
- Conduct internal audits of customs processes, ECCN/HTS documentation, and filings to verify compliance.
- Identify discrepancies, potential violations, and areas for improvement.
- Prepare detailed audit reports with findings and corrective action plans.
- Assess duties, taxes, and fees for accuracy and compliance.
- Provide guidance and training to internal teams on customs, export control, and audit requirements.
- Support investigations into non-compliance and assist in implementing corrective measures.
Required Qualifications
- Bachelor’s degree in International Trade, Logistics, Business, or related field
- Minimum 8–10 years in customs compliance, trade regulations, and export control classification with at least 3 years focused on European military and strategic goods regulations.
- Ability to interpret complex regulatory requirements, including EU dual-use and customs rules.
- Proactive approach to compliance and continuous improvement.
- Ability to manage multiple projects and high ethical standards and confidentiality in handling sensitive data.
- Extensive knowledge of EU export control frameworks, including dual-use and military goods regulations, trade agreements and Incoterms
- Proven ability to interact with government agencies and regulatory bodies.
- Strong analytical, communication, and leadership skills.
- Bachelor’s degree in law, International Trade, or related field; advanced degree preferred.
- Fluency in English; additional European languages a plus (e.g., German, French, Spanish, Dutch) a plus.
Preferred Qualifications
- Experience in the semiconductor, aerospace, or defense sectors.
- Familiarity with compliance software (SAP GTS, Descartes, Qlikview) preferred
- Familiarity with U.S. re-export controls (ITAR, EAR) and their application within Europe.
- Prior engagement with AEO (Authorized Economic Operator) and Known Consignor programs.
- Experience with compliance automation tools and ERP integration.
