Director Engineering Projects:

What you will do

In this vital role you will be responsible to provide strategic and operational leadership for the capital project portfolio at Amgen Manufacturing Limited LLC (AML) in Juncos, Puerto Rico, one of Amgen’s largest and most complex biologics manufacturing campuses. This role is responsible for the end-to-end governance, planning, prioritization, and execution of a diverse capital portfolio supporting Drug Substance (DS), Drug Product (DP), Finished Drug Product (FDP), utilities and critical infrastructure, site infrastructure and expansions, and construction safety and contractor management.

The Director leads a team of portfolio leads and senior project managers responsible for capital investments ranging from facility upgrades, process equipment installations, GMP renovations and retrofits, utilities capacity improvements, infrastructure modernization, and major manufacturing expansions. The role ensures projects are delivered safely, on schedule, within budget, compliant with GMP requirements and Amgen engineering standards, and aligned with operational readiness objectives.

As a key member of the site engineering leadership team, the Director partners cross-functionally with multiple key areas to define project scope, commissioning and qualification (C&Q) strategies, operational readiness requirements, and long-range capital plans that support strategic site growth and operational reliability.

Specific responsibilities include but are not limited to:

  • Providing strategic oversight and governance of the AML capital portfolio to ensure alignment with site manufacturing strategy and global network priorities.
  • Lead portfolio planning, priority setting, sequencing, resource allocation, and performance reviews, including cost, schedule, risk, capacity delivery, and funding optimization.
  • Overseeing full project lifecycle execution from concept development and business case through design, procurement, construction, and C&Q.
  • Ensuring use of robust project management methodologies, risk management practices, engineering governance frameworks, digital engineering tools, and standardization practices.
  • Serving as the site leader for construction safety, ensuring adherence to Amgen EHS standards and regulatory requirements, promoting proactive safety culture, and overseeing contractor selection, coordination, and performance in active manufacturing environments.
  • Managing capital budgets, long-range capital plans, business cases, cost estimates, financial controls, forecasting, and capital productivity.
  • Driving engineering and operational excellence, including innovation in construction methods, modularization, and advanced manufacturing facility design.
  • Leading, mentoring, and developing a high-performing capital projects organization focused on safety, quality, accountability, collaboration, technical excellence, and continuous improvement.
  • Collaborate with internal stakeholders and external partners to optimize project outcomes and operational efficiency.

What we expect of you

Basic qualifications:

Doctorate degree in Engineering and 4 years of engineering project management experience

OR

Master’s degree in Engineering and 8 years of engineering project management experience

OR

Bachelor’s degree in Engineering and 10 years of engineering project management experience

In addition to meeting at least one of the above requirements, you must have at least 4 years experience directly managing people and/or leadership experience leading teams, projects, programs, or directing the allocation or resources. Your managerial experience may run concurrently with the required technical experience referenced above.

Beyond that, additional preferred qualifications are:

  • Extensive experience managing large-scale capital or engineering project portfolios in pharmaceutical or biotechnology manufacturing.
  • Deep knowledge of GMP facility design, construction, commissioning, and validation, and experience in biologics drug substance and drug product manufacturing facilities.
  • Strong experience leading complex infrastructure projects in operating manufacturing environments, with a strong knowledge of utility systems, clean utilities, infrastructure, and site services, a proven record in construction safety and contractor-intensive projects.
  • Experience managing capital portfolios exceeding $100M annually, and strong leadership, stakeholder management, and multidisciplinary team leadership skills.
  • Fluent in English and Spanish—both written and verbal with a strong communication skills.
