Role Overview

The People Services Manager is a strategic leader within the People Services organization, responsible for driving operational excellence, strengthening employee relations frameworks, and leading the Service Now HR service delivery model. This role partners closely with HR Business Partners, Talent Acquisition, Learning and Development, Legal, Payroll, and business leaders to ensure scalable, compliant, and employee-centric People Services operations.

Reporting to the Senior Manager, People Services, this position serves as both a strategic advisor and operational leader—designing processes, mitigating organizational risk, enhancing the employee experience, and leveraging technology to deliver high-impact service outcomes.

Responsibilities:

  • Serve as a senior advisor within the People Services function, contributing to broader HR strategy and transformation initiatives.

  • Mentor and develop People Services team members, fostering capability building and operational rigor.

  • Lead change management initiatives related to process improvements and system implementations.

  • Serve as the strategic owner of the Service Now HR Service Delivery (HRSD) function within People Services.

  • Define and evolve the HR service delivery model to ensure scalability, efficiency, and best-in-class employee support.

  • Establish and monitor SLAs, KPIs, dashboards, and reporting frameworks to drive accountability and transparency.

  • Drive governance, data integrity, and compliance standards across case management operations.

  • Lead complex and high-risk employee relations matters, including investigations, performance management, workplace conduct, and policy interpretation.

  • Develop and standardize ER frameworks, playbooks, and documentation protocols to ensure consistency and fairness.

  • Partner with Legal and HR Business Partners to mitigate risk and ensure alignment with employment law and organizational values.

  • Drive cross-functional coordination to ensure seamless pre-boarding, compliance documentation, and Day 1 readiness.

Qualifications & Experience

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related discipline.

  • 8–10 years of progressive HR experience, with strong exposure to Employee Relations, HR Operations, and compliance within the Philippine labor framework. Experience in a leadership or supervisory role is an advantage.

  • Solid understanding of the evolving HR landscape, including digital transformation, shared services models, and best practices in employee experience.

  • Proven ability to lead and support change initiatives, driving process improvements and fostering a culture of innovation and continuous improvement.

  • Demonstrated experience partnering with business leaders and HR stakeholders to influence decisions, resolve complex people matters, and deliver practical HR solutions.

  • Experience applying continuous improvement methodologies (CORE principles or similar frameworks) to enhance service delivery and operational efficiency.

  • Strong knowledge of Philippine labor laws and statutory compliance requirements, including DOLE regulations and employee documentation standards.

  • Proactive in anticipating risks, identifying issues early, and implementing effective problem-solving solutions.

  • Experience managing and analyzing data within HRIS platforms; experience with Workday preferred.

  • Ability to work independently with minimal supervision while effectively collaborating within a team environment.

  • Comfortable operating in a fast-paced, deadline-driven environment with shifting priorities.

  • Strong analytical skills with attention to detail and data accuracy.

  • Excellent customer service orientation with a focus on delivering high-quality employee support.

  • Strong written and verbal communication skills, with the ability to engage stakeholders at all levels of the organization.
