Job Summary:
Join PayPal Europe's Second Line of Defense team and provide ongoing oversight of PPEU with a focus on credit compliance. PayPal is revolutionizing BNPL and merchant lending across Europe. Lead credit compliance for innovative products while ensuring regulatory excellence and outstanding customer outcomes.Your Role: Advise on Consumer Credit Directive compliance, review new BNPL products, monitor emerging regulations, and guide Credit Risk and Product teams across European markets.
What You Need: 5-10 years of banking compliance experience with credit compliance expertise. Strong knowledge of European credit regulations (CCD/CCD II, BNPL frameworks). Fintech or digital lending experience highly valued. Fluent English required; French, German, Italian, or Spanish a significant advantage.

Key Responsibilities
Credit Compliance Advisory & Product Governance
- Lead credit compliance advisory for new and modified credit products (BNPL, merchant credit, payment innovations), ensuring compliance with Consumer Credit Directive (CCD) and national consumer protection frameworks
- Review and approve credit-related business initiatives, providing guidance on creditworthiness assessments, responsible lending, disclosure requirements, and customer protection standards
- Advise on credit risk strategies (underwriting, fraud management, collections, asset sales) and oversee compliance of customer-facing content across multiple European jurisdictions
Regulatory Change Management & Horizon Scanning
- Monitor and assess emerging credit regulations (including CCD II implementation and national transpositions) ensuring timely integration into operational processes
- Collaborate with Regulatory Change Management to scope and implement credit-related regulatory developments
- Provide subject matter expertise on European credit regulations to internal stakeholders
Compliance Oversight & Monitoring
- Support oversight of key credit compliance processes including issue management, incident reporting, complaints handling, and regulatory reporting
- Contribute to Second Line Testing program through risk-based testing and thematic reviews of high-risk areas
- Monitor credit-related incidents and issues, ensuring root cause analysis, remediation, and reporting through governance forums (Credit Risk Committee, Operations Compliance and Risk Committee)
Stakeholder Engagement & Governance
- Build strong relationships with First Line business owners (Credit Risk, Collections, Product, Business Development) and cross-functional stakeholders (Credit Legal, First Line of Defense Risk & Control)
- Prepare Management Information materials and present credit compliance updates to governance forums and senior leadership
- Support internal and external audit exercises and coordinate remediation of audit findings
Required Qualifications
Experience
- 8-10 years of compliance experience in banking/financial services with significant credit compliance expertise (consumer credit, lending regulations, responsible lending, underwriting, collections)
- Deep understanding of European credit regulations (CCD/CCD II, national consumer protection laws, BNPL frameworks)
- Experience with fintech, digital lending, or BNPL products highly valued
Technical Knowledge
- Strong knowledge of banking regulations and CSSF supervisory expectations (particularly Circular 12/552)
- Understanding of three lines of defense model and second line compliance oversight
- Knowledge of regulatory change management and horizon scanning methodologies
Skills & Competencies
- Excellent analytical and risk assessment skills with business-oriented approach
- Strong stakeholder management and cross-functional collaboration capabilities
- Exceptional communication skills in English; proficiency in French, German, Italian or Spanish is a significant advantage
- Ability to manage multiple priorities in a fast-paced, dynamic environment
