The CO+I Supply Chain, Operations and Unified Technology (“SCOUT”) procurement team is responsible for establishing a flexible, efficient and reliable supply chain that can support a portfolio of complex datacenter operations. We are looking to fill the critical role of Supply Chain Business Program Manager.

Responsibilities:

Lead regional program buildout from pilot through maturity, owning end‑to‑end delivery of supply chain initiatives across EMEA data centers. Drive structured readiness plans, validate operational assumptions, and refine processes as the program scales across sites.

Coordinate cross‑functional teams across Engineering, Procurement, Operations, Planning, Finance, and Supplier Management, ensuring alignment on priorities, scope, timelines, and dependencies needed for successful execution in the region.

Develop and document Standard Operating Procedures (SOPs) for regional supply chain and procurement workflows during the pilot and expansion phases. Ensure SOPs reflect global requirements while accommodating regional nuances.

Drive adoption, training, and governance of new processes, ensuring regional teams follow established SOPs. Partner with site and category stakeholders to embed best practices, monitor compliance, and reinforce continuous improvement.

Transition ownership of procurement operations to the regional team once maturity is reached. Define resourcing requirements, onboarding plans, and operational handover criteria to ensure smooth and sustainable transition.

Create and manage sourcing and procurement strategies for the region, ensuring continuity of supply, cost optimization, and supplier performance excellence. Assess market intelligence, regional constraints, and category strategy to inform sourcing decisions.

Lead supplier engagements and commercial activities, including RFP development, supplier score-carding, contract negotiations, and performance management for regional categories. Drive corrective actions where supplier performance gaps are identified.

Integrate business and technical requirements into sourcing events, ensuring specifications, SLAs, and compliance measures are incorporated into procurement documentation and supplier deliverables.

Drive cross‑regional alignment by sharing lessons learned from EMEA pilots, influencing global stakeholders, and contributing to global category strategies and governance frameworks.

Serve as escalation point during early‑phase operations, proactively identifying risks, resolving roadblocks, and ensuring timely decision‑making across functional partners.

Establish and track operational metrics, including procurement cycle times, supplier readiness, adoption rates, SLA compliance, and site readiness milestones. Use insights to inform executive updates and program adjustments.

Support onboarding of new suppliers and categories as the regional footprint grows. Coordinate supplier integration activities (catalog enablement, master data setup, local compliance, and site readiness checks).

Ensure alignment with financial, legal, and compliance requirements, partnering with Finance, Tax, Legal, and Safety teams during procurement and operational handover stages.

Champion continuous improvement by identifying process inefficiencies, implementing corrective actions, and scaling successful pilot models across new EMEA regions.

- OR Bachelor's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance
- OR related field AND significant experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
- OR equivalent experience.
- Senior experience in complex supply chain, procurement, or operations environments, preferably within high‑growth, multi‑region or global organizations.
- Demonstrated expertise in commercial procurement, including leading contractual negotiations for technical categories (e.g., engineered equipment, M&E equipment, critical infrastructure, and facilities operations services).
- Strong understanding of data center environments and related operational workflows — preferably with experience supporting new site builds, commissioning, or multi‑phase deployment programs across regions.
- Experience managing cross‑functional program delivery across engineering, operations, procurement, planning, finance, and supplier management teams; ability to create clarity and drive alignment across diverse stakeholders.
- Proven ability to develop and operationalize SOPs, governance frameworks, and scalable processes across multiple regions or business units.
- Technical fluency in procurement processes, including the ability to craft contracts, develop sourcing strategies, write negotiation frameworks, and manage supplier scorecards throughout the category lifecycle.
- Experience building and scaling programs from pilot to full maturity, including designing early‑phase processes, validating system or workflow assumptions, and transitioning operations to steady‑state teams.
- Strong data literacy, with the ability to interpret supply chain metrics, assess risk using data, and partner effectively with analytics teams to inform decision-making.
- Exceptional communication and stakeholder management skills, with the ability to influence at senior levels, resolve ambiguity, and drive cohesive execution across organizational layers and cultures.
- Experience working in EMEA markets, with an understanding of regional regulatory, logistical, and supplier‑market dynamics (preferred but not required).
- Demonstrated ability to thrive in fast‑paced, highly matrixed environments, balancing strategic planning with hands‑on execution.
Background Check Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
