Job Description Summary
HVDC Projects are large and complex projects with multiple sites and multiple teams involved. Lead Project Cost Controller role is part of the Project Controls function and role is to lead the cost management of the project and coordinate with other project cost engineers to establish and control the full project costs. The Lead Project Cost Controller works in close coordination with Lead Project Planner and Project Manager.

- Lead budgeting, cost tracking, forecasting, and reporting; establish the cost-control framework (CBS, coding, control accounts) aligned with WBS and corporate governance.
- Mentor and develop cost-control resources through standardized tools and best practices.
- Establish and validate the project's execution cost baseline by confirming awarded budgets, integrating full scope, quantities, contract values, and work-package allocations, and aligning all phasing and control accounts with the Integrated Master Schedule.
- Maintain budget integrity throughout execution by ensuring accurate incorporation into the total cost plan and controlling all transfers, reallocations, trends, and updates in strict accordance with project change-control procedures.
- Collaborate with Finance to reconcile cost baselines and budget releases while maintaining full audit trail, traceability, and version control for all cost data and forecast revisions.
- Align cost phasing, cost curves, cash-flow profiles, and forecasts with Primavera P6 to maintain consistent cost-schedule baselines.
- Support Earned Value Management (EVM) through integrated progress measurement and cost/schedule impact analysis.
- Support schedule-related commercial assessments by quantifying the financial implications of delays, accelerations, disruptions, and other variances, providing clear cost impacts for decision-making.
- Establish and implement robust cost-control governance by defining and executing procedures aligned with contractual, corporate, and project requirements, ensuring accurate monitoring of project cost elements.
- Deliver comprehensive forecast management by developing and maintaining EAC, ETC, CTC, and cost-trend projections using data-driven methods, supported by productivity, burn-rate, variance, and trend analyses to identify early warnings and emerging risks.
- Enable accurate, transparent performance reporting through periodic dashboards, management summaries, and statistical performance-measurement to detect inefficiencies and drive improvement actions.
- Manage all cost-impacting changes and prepare financial impact assessments with Planning, Engineering, and Commercial teams.
- Maintain the cost-risk register and identify exposures, mitigations, and opportunities to protect overall project performance.
- Ensure financial alignment across contract values, milestones, commitments, invoices, and EVM metrics.
- Provide reliable cost data for claims, contract administration, and commercial negotiations.
- Lead productivity, cost-deviation, and contractor-performance studies.
- Drive continuous improvement and digitalization of cost-control processes.
Requirements:
- Bachelor's in Engineering, Quantity Surveying, Construction Management, or Finance (Master's a plus).
- AACE Certified Cost Professional (CCP) or equivalent professional certification is required / strongly preferred.
- Significant experience in project cost control for EPC, HVDC, transmission, industrial, or energy projects.
- Strong expertise in cost management and ERP systems (SAP, Oracle, or equivalent) and advanced Excel / Power BI capability for analytics and visualization.
- Solid Primavera P6 understanding (resource/cost loading, baselines).
- Strong understanding of project breakdown structures (WBS/CBS), Performance Management and hands-on experience with Earned Value Management (EVM).
- Excellent written and verbal English communication skills.
- Ability to lead teams and manage stakeholders in multicultural environments; proactive and improvement-oriented mindset.
