About EY Financial Sustainability and Spend Efficiency (FSSE) Services
The EY Financial Sustainability and Spending Efficiency (FSSE) practice supports EY’s global client-serving teams in delivering comprehensive advisory services across the Government and Public Sector (GPS). The practice enables clients to strengthen their Financial Sustainability and Spending Efficiency functions through a wide range of solutions, including Financial Services, Spend Reviews, Non-Oil Revenue Development, Procurement Enhancement, Local Content Development, and other specialized offerings across the MENA region.
The Opportunity
The Revenue Development Consultant supports public and private sector clients in identifying, analyzing, and implementing opportunities that enhance revenue generation, optimize investment portfolios, and improve overall financial performance.
Key Responsibilities

Conduct comprehensive assessments of existing revenue streams, pricing mechanisms, cost structures, and overall financial performance.

Identify potential revenue generation opportunities through market analysis, benchmarking, customer segmentation, service reviews, and alignment with local policies.

Develop revenue diversification strategies, including new services, fee restructuring, and commercialization opportunities.
-
Develop and recommend structured frameworks for income-sharing mechanisms and financial fee/levy models mandated by the government or designed to enhance and diversify revenue generation streams in collaboration with other governmental entities.

Design and develop costing models for services using methodologies such as top-down, bottom-up, and activity-based costing.
-
Design and develop pricing models based on cost recovery, cost-plus, benchmarking, and other relevant methodologies.

Collect, analyze, and validate data to build robust financial models that support revenue forecasting, scenario analysis, and investment evaluation.

Prepare business cases and feasibility studies—financial, economic, and socio-economic—for revenue initiatives and potential investment opportunities.
-
Conduct investment assessments, including ROI analysis, cost-benefit studies, risk evaluations, and portfolio performance analysis.

Assess investment options using tools such as sensitivity analysis, internal rate of return (IRR), etc.

Support the design and evaluation of PPP structures, concession models, and investment incentives.
-
Collaborate with clients to prioritize high-impact initiatives and develop detailed implementation roadmaps with identified risks and mitigation plans.
-
Develop and enhance public policy frameworks, guidelines, and procedures related to revenue development and investment.
-
Build and maintain advanced financial models and dashboards to support revenue forecasting, investment evaluation, and scenario analysis.
Qualifications
- A Bachelor’s degree in Finance, Business, Economics, Engineering, MBA is a plus
6 - 10 Years of professional experience within the following areas:

Non-Oil Revenues

Feasibility & Socio-Economic Studies
-
Public Policies
-
Previous consulting experience in Big- 4 firms is a must.

Relevant professional certificates is a plus (PMP, Financial Modelling, etc)
