Senior Vice President for Government Affairs –  Asia

Citi does business in nearly 180 countries and jurisdictions, providing a broad range of financial products and services to corporations, governments, investors, institutions and individuals.

This role is within the Government Affairs Asia team and  will lead on cross-regional issues and initiatives and engagement with key regional organizations such as ASEAN and APEC.  It provides an important link between the 15 countries and jurisdictions Citi is present in within the region and regional and global colleagues.

This role also leads on briefing for regional and global executives on political and financial services issues.  It also provides additional support for several countries and jurisdictions in the region where Citi does not have a Government Affairs representative on the ground.

This role also supports efforts to generate and grow Citi’s revenues with government and public institutions and advises on risks and opportunities.

Located in Singapore or Hong Kong, the role reports to the Head of Government Affairs for Japan, Asia North & Australia (JANA) and Asia South (AS) based in Hong Kong.

This is an individual contributor role but one that works closely with country, regional and global colleagues in government affairs as well as partners in business, communications, legal, compliance and risk.

Key Responsibilities:

  • Advance Citi’s public policy interests in Asia by:

  • Identifying, analyzing, prioritizing, and communicating political and financial services issues and implications for Citi in the region

  • Building internal and external consensus on Citi positions

  • Developing a government engagement strategy plan

  • Assisting the firm engage with external stakeholders including government officials, trade associations, other firms and consultants

  • Be a value-added resource to head of Government Affairs JANA and AS, colleagues, and internal partners, providing insight and guidance on political, legislative and regulatory developments including risks and opportunities.

  • Strengthen relationships between Citi executives and senior Asia and US government officials, by creating and executing strategic stakeholder engagement and meeting plans.

  • Assist the firm build productive relationships with external leaders shaping public policy, including senior officials within Finance Ministries, Central Banks, trade ministries, heads of state, U.S. Embassies, public institutions, key trade associations (e.g., US-ASEAN Business Council, US-NCAPEC), and peer institutions.

  • Support business engage with government agencies to generate and grow Citi’s revenue with government and public institutions.

  • Represent Citi in public forums, meetings with government officials and in client meetings as required.

  • Develop Citi positions for contributions to industry association papers.

  • Prepare regular briefings for the senior executive.

Qualifications:

  • Bachelor’s Degree required; advanced degree preferred.

  • Minimum 10 years of government relations or related experience in government, corporations, trade association, or law/government affairs firm, preferably with an  Asia focus.

  • Established relationships with government officials and industry associations in region

  • Prefer experience engaging senior business and government leaders

  • Demonstrated ability to work coalitions of peers, consultants and external partners including trade associations.

  • Ability to travel between multiple jurisdictions in  Asia (around 20%).

  • Excellent communication skills in English.

Competencies:

  • Public Policy and Political Insights. Strong understanding of how government actions impact business decisions. Significant understanding of the intersection of Asia-Pacific and U.S. political trends, financial services policy, and regional/international forums impacting Citi business. Proven ability to translate political risk into government relations strategy.

  • Collaboration and Influencing. Team player able to build trusted relationships with internal and external stakeholders. Strong ability to synthesize and communicate large amounts of information to a wide range of audiences.

  • Business Acumen and Results Orientation: Self-motivated, strategic thinker with the ability to manage multiple priorities, deliverables, and deadlines with limited supervision. Able to think both strategically and tactically to advance business objectives, adapt to change, and operate effectively in ambiguity.
