Strategic Regulatory Programme Manager:

London/ Manchester / Hybrid

Job Description:

Join Vanguard Europe's Regulatory Program Office (RPO) within Regulatory Enablement to lead multi regulation implementation across our European business. You will translate complex EU rules into practical, efficient business outcomes across EU AI Act, Consumer Composite Investments (CCI) and ESG & non ESG regimes. You will drive programme planning, execution, and governance across empowered, cross functional teams; produce executive ready communication and Steer Co materials; lead Steer Cos and working groups; and embed compliant, scalable BAU operations with clear RACI and Target Operating Models (TOMs), balancing regulatory expectations with commercial outcomes.

Responsibilities:

  • Programme Delivery & Governance

  • Lead end to end delivery for priority EU regulatory initiatives.

  • Build and manage integrated plans/roadmaps, critical paths, dependencies, and RAID & decision logs; maintain momentum and deliver to milestones.

  • Produce clear, concise Steer Co packs, executive summaries, options papers, and dashboards; lead Steer Cos to secure decisions and align stakeholders.

  • Chair/coordinate working groups and cross functional sessions; "cut through" noise to drive clarity, ownership, and timely action.

  • Horizon Scanning & Scoping

  • Engage with an active, up to date view of key European regulatory developments (EU AI Act, CCI, DORA, ESG/Disclosure, investor & consumer protection, data/tech).

  • Translate developments into structured scoping documents (impact, options, delivery pathways, resourcing, risks, dependencies) and socialise across Compliance, Legal, Risk, Operations, Technology, Product, Distribution, Data, and Finance.

  • Business Integration, TOM & BAU Transition

  • Design pragmatic operating models, processes, controls, and disclosure frameworks that meet regulatory outcomes and improve operating efficiency.

  • Define and embed RACI (roles & responsibilities) and acceptance criteria for BAU ownership; ensure documentation is audit ready and complete at closure.

  • Oversee project closure: TOM confirmed, controls landed, ownership assigned, training & procedures in place, and post implementation reviews scheduled.

  • Traceability, Documentation & Assurance

  • Ensure end to end traceability from regulatory requirement, business requirement, process/control design, testing/assurance and sign off.

  • Produce and maintain high quality artefacts: BRDs/requirements, impact assessments, RACIs, process maps, control libraries, testing evidence, and executive communications.

  • Stakeholder & Senior Leadership Engagement

  • Manage and influence senior stakeholders (business heads, functional leads, control partners, SMFs) with clear recommendations and trade offs.

  • Partner closely with Compliance and Legal to align interpretations, evidence expectations, and engagement with regulators/industry bodies.

  • Efficiency, Tooling & Ways of Working

  • Improve productivity and generate scale via reusable templates, playbooks, standard artefacts, and sensible automation/AI aligned to risk appetite.

  • Drive commercially mindful decisions, sequencing, prioritisation, and proportionate solutions that avoid duplication and reduce cycle times.

  • People & Collaboration

  • Model inclusive, respectful, empathetic behaviours that help all crew thrive; value diverse viewpoints and constructive challenge.

  • Provide day to day direction and coaching to RPO team members (incl. Business Analysts) to raise delivery quality and consistency.
