Team & Opportunity
The Senior Technology Specialist: Risk, Compliance and Governance role exists to support the Head of APAC Strategy & Governance (S&G). Its core objective is to assist in setting the framework for Technology risk and compliance governance with effective guidance, oversight, and assurance services through the provision of expert-level operational risk, oversight and Technology governance practices whilst maintaining continued alignment to enterprise-wide objectives and priorities.
The role is responsible for providing thought leadership, steering the function with purpose and vision, driving a culture of high standards across the division and ensuring leaders are held accountable to their respective obligations.
Roles you will lead:
This is an individual contributor role and although does not have people leadership responsibilities directly, is seen as a senior leader position and will work in close partnership with senior division leadership, including the CIO.

Utilising industry proven, and recommend best practices and behaviors, to ensure APAC Technology has a well-defined, optimized and scalable system and governance structure to effectively meet our ongoing Technology governance and compliance obligations.

Guides Technology through periods of growth, uncertainty and change whilst maintaining consistent and steady oversight of the complex regulatory and risk landscape

Fosters a culture of continuous learning, innovation, and adaptation to keep up with technological advancements and changing business needs and priorities.
What you will do (duties and responsibilities)
o Leverages global best practices, aligning to Vanguard practices and other relevant functions to enable the development of consistent divisional-level frameworks to support technical risk identification and mitigation
o Operates as an adjacent thought leader role to the Head of Strategy and Governance. Develops operational frameworks and takes responsibility for the management of CIO compliance accountability (aka FAR, CPS230, CPS234 and other regulatory requirements impacting technology.)
o Works in partnership with the Divisional Heads of Technology to lead the effective design and application of a set of scalable practices, standards and accountability mechanisms and structures to ensure ongoing adherence to a broad set of internal and external technology regulatory and non-regulatory obligations
o Design, implements and maintains a Third Party (incl offshore) strategy, including oversight, reporting, and frameworks. Sets the direction and monitors the full end-2-end delivery process and drives ongoing operational excellence through rigorous strategic planning, performance oversight, risk and control monitoring, effective and transparent cost and performance/SLA management.

Oversee the full spectrum of technological regulator and governance:

Uses firsthand, industry experience of working in a highly regulated financial services environment to manage the appropriate oversight of Technology risk and governance within the team.
