About the Team

The Regulated Entities and Compliance (REC) Group is a global function that enables Uber to meet regulatory obligations across all markets where payments services are offered. In Taiwan—a key growth market—Uber operates as a regulated Third-Party Payment Service Provider (TPPSP), responsible for safeguarding and disbursing funds to fleet partners and merchant partners.

To support increasing regulatory expectations, Uber is establishing Uber Payments Taiwan (UPT), a new regulated payments entity. The Finance Manager will be a foundational leader in building the financial and compliance infrastructure for this entity.

About the Role

We are seeking a Finance Manager to build and lead the finance function for UPT from the ground up. This role is critical in ensuring end-to-end financial governance, safeguarding operations, reconciliation accuracy, and regulatory reporting, while also preparing the entity for future Electronic Payment Institution (EPI) requirements.

Reporting to the Head of Regulatory Payments, Taiwan, you will work closely with senior leadership, cross-functional teams (Finance, Legal, Risk, Compliance, Product, Operations), as well as banks, trust institutions, and regulators. You will design and operationalize financial controls and reporting processes that meet Uber's global standards and Taiwan's evolving regulatory landscape. This is a hands-on leadership role in a lean, fast-moving regulated environment.

What You Will Do

  • Build and lead all financial and accounting operations for UPT, ensuring full compliance with TPPSP and future EPI standards.
  • Oversee safeguarding operations, reconciliation processes, and financial governance frameworks.
  • Deliver timely, accurate regulatory, statutory, and management reporting.
  • Act as finance lead for internal and external audits.
  • Establish financial controls aligned with Uber's GRC and global policies.
  • Support strategic planning, licensing readiness, and new regulated product launches.
  • Lead forecasting, financial planning, and cross-functional financial insights.
  • Contribute to global REC initiatives on compliance, budgeting, and licensing.

Basic Qualifications

  • CPA/CA/ACCA or equivalent preferred.
  • 6+ years of finance experience in regulated financial services or payments.
  • Strong analytical skills; ability to work with large datasets and apply accounting fundamentals.
  • Excellent communication skills in Mandarin and English.
  • Ability to operate independently in lean, fast-paced environments.
  • Based in Taiwan; open to travel for regulatory or operational needs.

Preferred Qualifications

  • Experience with safeguarding frameworks, trust account structures, or reconciliation processes.
  • Familiarity with TPPSP/EPI regulatory reporting or FSC requirements.
  • Experience supporting audits and controls in regulated environments.

Unless formally approved to work fully remotely, Uber expects employees to spend at least half of their work time in their assigned office. For certain roles, such as those based at green-light hubs, employees are expected to be in-office for 100% of their time.
