We are seeking a seasoned Senior Strategy & Operations Manager to spearhead our Compliance vertical-the strategic pillar that secures Uber's license to operate and innovate in Japan. This is a high-stakes leadership role for a professional who views compliance not as a static checklist, but as a dynamic, foundational lever for marketplace trust. You will be the lead architect of the regulatory logic and operational guardrails that define how Uber Eats Japan scales. In our high-velocity environment, your mission is to design the sophisticated, future-proof systems that ensure we move at "Uber speed" while maintaining uncompromising integrity and regulatory excellence.

The Impact You'll Make:
- Operational Architecture: Build and optimize the foundational frameworks that govern merchant eligibility and platform integrity. You will design the end-to-end logic for credentialing and verification lifecycles, ensuring every business on our platform meets the highest standards of regulatory readiness.2. Collaborative System Building: Define the strategic workflows for our compliance engine. While you will work closely with dedicated data specialists within the team to build automations, you are responsible for the process design and governance that makes those automations possible.3. Marketplace Trust & Integrity: Own the execution of sophisticated risk-mitigation workstreams. This includes overseeing identity verification protocols and financial partner risk screenings, ensuring our ecosystem is protected against fraud while maintaining a frictionless experience for legitimate partners.4. Regulatory & Government Liaison: Serve as the primary lead for critical external communications and government inquiries. You will manage high-stakes regulatory reporting and filings, ensuring Uber remains a benchmark for transparency and safety excellence in the Japan market.5. Strategic Exception Management: Act as the final authority on complex operational edge-cases and high-risk product categories. You will develop nuanced protocols for specialized merchant types and unique legal scenarios, ensuring the business can navigate complexity without compromising on speed.6. Continuous Improvement & Scalability: Proactively audit and refine our operational engine to identify friction points. You will turn regulatory requirements into a competitive advantage by creating more efficient, scalable paths for merchant onboarding and engagement.7. Project Leadership: Drive mission-critical, high-visibility strategic transformations from conception to completion. You will lead cross-functional initiatives that align local regulatory requirements with global product innovations.
What You'll Need:
- Seasoned Strategic Leader:**5+ years of relevant experience. You are an experienced senior professional with a proven track record of leading high-stakes operations, strategy, or compliance functions within fast-moving environments, high-growth tech, consulting, or highly regulated industries.2. Bilingual Influence & Communication: You are a master of cross-functional collaboration with business-level proficiency in both Japanese and English. You can confidently navigate high-level negotiations with external partners, while seamlessly collaborating with internal teams to align local needs.3. Strategic Compliance Mindset: You don't just follow rules; you view compliance as a foundational lever for marketplace trust. You have a unique ability to translate complex, ambiguous regulations into simple, logical, and scalable operational processes.4. Data-Driven Decision Making: You are an evidence-based strategist. You possess the analytical fluency to interpret complex datasets to inform critical business actions and guide leadership decisions. You are comfortable "speaking the language" of data to define the logic our automation specialists will use.5. Process Architect & Systems Thinking: You excel at designing the "logic" behind the engine. You have experience building robust SOPs and manuals that can be executed at scale, ensuring consistency and quality across high-volume operations.**6. Agility & Speed: You thrive in high-pressure environments where the landscape changes daily. You can pivot quickly, make high-stakes decisions under pressure, and deliver results without sacrificing operational integrity.

Offices continue to be central to collaboration and Uber's cultural identity. Unless formally approved to work fully remotely, Uber expects employees to spend at least half of their work time in their assigned office. For certain roles, such as those based at green-light hubs, employees are expected to be in-office for 100% of their time.
